The Office of Workforce Development (OWD) administers several federal workforce programs and oversees a network of local OhioMeansJobs centers, which provide free job training and other services for Ohioans looking for work and employers seeking workers. What You’ll Do
In this position with the Ohio Department of Job and Family Services (ODJFS), you will manage the team responsible for state and federal reporting and performance evaluation of a number of workforce grants; e.g., Titles I and III of the Workforce Innovation and Opportunity Act (WIOA) Trade Adjustment Assistance (TAA), and the Combined Case Management and Employment Program (CCMEP) among others. These programs provide career services and training to job seekers, dislocated workers, youths, and employer services to employers. Your team provides technical assistance and formal program evaluation and formal reporting to the United State Department of Labor (USDOL). Regularly and as needed, you and your team will be called upon by program leads and stakeholders at the state and local workforce area to provide data reports, insights, and expertise.
You will be the subject matter expert in the Office of Workforce Development. You will provide internal stakeholders and leadership with programmatic data reports, analyses, and executive summaries. You will be called upon for data driven operational and policy recommendation as well as performance and reporting-related program knowledge.
You will provide leadership and supervision to your team research specialists/analysts. Your team will count on you for leadership and guidance on projects and deliverables as well as aiding in their technical and professional development.
Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
Travel
In-state trainings and all-staff meetings occur approximately three to four times a year.
Travel to out-of-state training or conferences may occur.

Pay Information
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $37.53 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

- Federal reporting for several large and small grants. For example, the WIOA Participant Individual Record Layout extract to the Workforce Integrated Performance System which requires regular extracting, appending, and cleaning of large data sets (upwards of 2 million individual participant records).
- Working with program leads, case management system vendor, and state monitoring teams to validate and improve data quality and successful programmatic outcomes.
- Assist in developing predictive and evaluative models to equitably measure performance of workforce programs.
- Hiring, managing, mentoring, and evaluating staff of various backgrounds including new researchers and highly experienced researchers with advanced degrees.

- 2 yrs. exp. in social sciences research &/or policy analysis;
- 2 yrs. trg. or 2 yrs. exp. in use of computer hardware, software used for spreadsheets, statistical analysis & graphics presentation & word processing;
- 12 mos. trg. or 12 mos. exp. in supervisory principles & techniques, management or acting as leader of project team.
