Job Overview
The Ohio Department of Medicaid (ODM), Office of Legal Counsel/Contracts and Procurement is seeking a knowledgeable and detail-oriented professional to serve as a key advisor on procurement strategy, contract compliance, and MBE/EDGE initiatives. As a Procurement Program Administrator, your responsibilities will include:
- Developing and implementing procurement policies and procedures for programs in alignment with agency goals and to maintain compliance with state procurement regulations.
- Partnering with program staff to understand procurement needs and gather information necessary to write procurement or contract documents
- Guiding contract managers through procurement methods, processes, and compliance requirements
- Assisting with contract execution, purchase order and requisition completion.
- Interacts with other government agencies and vendors on procurement related questions and issues
- Reviewing initial purchase order and contract proposal requests, ensuring alignment with Minority Business Enterprise (MBE) and Encouraging Diversity, Growth, and Equity (EDGE) goals.
- Conducting research and analysis to make recommendations on sourcing strategies, contract management, and procurement best practices.
- Assisting with the preparation of Controlling Board submissions and deadline requirements and provides additional documents and information as requested by legislative members
- Reviewing State enterprise-wide contracts for purchasing needs
- Fulfilling reporting requirements related to MBE/EDGE participation.
- Submitting requisitions and/or Release and Permit requests through the Department of Administrative Services (DAS).
- Preparing procurement-related documents, drafts RFP content, and manages data using tools like Word, Excel, and Access.
- Assisting with responses to public records requests
- Supporting internal teams by maintaining records, participating in meetings and training sessions, and serving as a backup to ODM procurement staff
- Performing other related duties as assigned (e.g., attending & participating in staff meetings; attending meetings & training sessions; maintaining records, logs, and files)
- Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.
- Or 4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.
- Or 1 yr. exp. as Program Administrator 1, 63122.
- Or equivalent of Minimum Class Qualifications For Employment noted above
