Under general direction of the Quality Manager/Assistant Bureau Chief of Pre-Admission Screening and Resident Review (PASRR):
This is an hourly position and is exempt from the bargaining units, with a pay range of 12 on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule).
Completion of undergraduate core program in one of following fields: mental health & developmental disabilities technology, social work or comparable field (e.g., child & family community services), special education, psychology or rehabilitation

What You'll Do At OhioMHAS
Under general direction of the Quality Manager/Assistant Bureau Chief of Pre-Admission Screening and Resident Review (PASRR):
- Serve on behalf of agency as one of two the Appeals and Community Options Coordinators of the PASRR program
- Formulate, implement and monitor policies/procedures related to the PASRR program areas
- Analyze, manage, and defend PASRR determinations at state hearings and/or appeals
- Schedule requested hearings or appeals
- Represent the department in hearings and/or appeals
- Perform detailed quality assurance analysis of case records
- Report inconsistencies
- Record quality control data
- Complete and submit hearing and/or appeal summaries
- Monitor compliance with hearing and/or appeal decision
- Refer decision to community mental health board
- Interpret federal guidance and act as PASRR subject matter expert
- Serve on behalf of agency on the Interagency Facility Closure Work Group: works collaboratively to ensure the state is proactive in its efforts to effectively transition individuals diagnosed with mental illness who are residing in facilities at risk of closing, to the least restrictive alternative placements that meet their needs
- Provide technical assistance and consulting (e.g., develop and offer training to community boards and behavioral health provider organizations, committees, work groups, boards, associations, initiatives, internal and external stakeholders)
- Manage the PASRR board reports system
- Deliver presentations and trainings related to compliance with PASRR requirements
- Attend and participate in PASRR and other agency conferences as directed
- Perform other duties as requested

Completion of undergraduate core program in one of following fields: mental health & developmental disabilities technology, social work or comparable field (e.g., child & family community services), special education, psychology or rehabilitation
- Or 24 mos. exp. in development & implementation of treatment/ habilitation plans for persons who are mentally ill or developmentally disabled & working as part of interdisciplinary team to assess consumers'/residents' needs & abilities;
- Or 6 mos. exp. as Mental Health Administrator 3, 65223.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
- 12 months of experience administering or implementing a Medicaid program
- 12 months of experience either defending or mitigating a governmental agency’s decisions related to Medicaid hearings & appeals.
- Preference for the candidate to hold clinical licensure in Ohio
- This position requires specialized expertise in PASRR, discharge planning and connection to community resources, education and outreach to PASRR stakeholders, and the appeals process.
