Are you ready to support families in need? Madison County Job and Family Services is looking for a Eligibility Referral Specialist 2 to help applicants navigate public assistance programs, including Ohio Works First (OWF), SNAP, and childcare services. This role offers the opportunity to make a real impact in the lives of families in need.
What You’ll Do:
- Conduct Interviews & Counseling: Perform preliminary interviews with OWF/SNAP applicants and explain employment programs. Conduct assessments and reassessments, offer vocational guidance, and schedule clients for activities. Monitor attendance, compliance, and follow up on referrals, grievances, and other concerns.
- Eligibility Determination & Data Entry: Determine eligibility for the Prevention, Retention, and Contingency Program. Scan documents and enter data into systems such as Ohio Benefits, Ohio Client Scheduling, On-Base, and Compass Forms.
- Sanctions & Compliance Monitoring: Review attendance and monitor compliance for OWF/SNAP programs. Determine if a sanction should be imposed for failed hours, process necessary actions, update records, and prepare for hearings if requested by customers.
- Documentation & Hearings: Prepare case documentation for State Hearings, conciliation conferences, and work relief compensation hearings. Maintain accurate client files and enter information into state and local computer systems.
- Outreach & Communication: Generate and mail outreach letters for Healthchek and pregnancy-related services.
- Childcare Provider Licensing & Compliance: Recruit potential childcare providers in accordance with ODJFS rules and requirements. Conduct periodic home visits to monitor provider compliance with ODJFS policies and assess the adequacy of the provider’s program in meeting the needs of the children in care. Prepare case summaries for each visit, complete necessary paperwork for review, denial, or termination of childcare home providers, and maintain accurate files and reports. Enter provider data into the childcare information system.
- Will be trained in the EDBC process, gaining an understanding of eligibility requirements to run EDBC and ensure accurate processing of benefits.
What We’re Looking For:
- Education: Completion of secondary education (high school diploma or GED) required.
- Experience: One year or more of related work experience or equivalent training preferred.
- Licenses/Certifications: Must possess a valid Ohio driver’s license and maintain insurability under the County’s vehicle insurance policy.

- Strong communication and interpersonal skills.
- Ability to manage sensitive and confidential information.
- Proficient in computer systems and data entry.
