GENERAL STATEMENT OF JOB
Supervises inspectors and plans examiners concerning all commercial and residential projects, and supervises and performs inspections and certifications of new, existing, and altered buildings and structures.
EXAMPLES OF WORK
- Performs, or supervises performance of, inspections of new and existing residences, businesses, commercial and other buildings and structures for conformance with requirements of state and county codes, ordinances and laws.
- Participates in personnel management functions (i.e., interviewing / hiring, training and development, disciplinary actions, termination), to include supervision of building inspectors.
- Coordinates inspections, establishing inspector territories and personnel training programs.
- Conducts pre-submission conferences with design professionals, contractors, and developers to ensure understanding of code and statute requirements, submittal package contents and procedures.
- Advises builders, owners, contractors and architects concerning building and structural problems, and assists the design professional in modifying plans / specification / blueprints to ensure code compliance.
- Informs builders, owners, contractors and architects of code violations.
- Renders approval or disapproval of inspected sites regarding the issuance of building permits or stop work orders.
- Reviews construction project files and provides approval for Certificates of Occupancy.
- Presents evidence to the Code Enforcement Board regarding code and ordinance violations.
- Investigates complaints of defective projects; notifies responsible persons of defects, and issues instructions for corrections.
- Performs follow-up inspections and reports compliance or non-compliance of previous violations.
- Prepares records and reports of inspections performed covering conditions found, actions taken, as well as names of owners, builders and addresses of inspections.
- Attends and / or participates in workshops, meetings, seminars, and / or training opportunities to maintain personal certifications as well as certifications of staff, acquire current industry knowledge, and remain current on regulatory developments.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience : Bachelor's degree in Architecture, Engineering, Building Construction or a related field and supplemented by a minimum of six (6) years' experience as an architect, engineer, plans examiner, building code inspector, registered certified contractor, or construction superintendent, five (5) years of which were acquired in a supervisory / management capacity. Or, in accordance with F.S. 468.609, ten (10) years combined experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent, with five (5) years in a supervisory position. Experience in both local government building regulation and as a licensed private general, residential, or building contractor preferred.
Licenses and / or Certifications : Requires a valid driver license. Requires state certification as a Building Code Administrator, or the ability to obtain certification within six (6) months of employment.
OTHER REQUIREMENTS
Physical Requirements : Must be able to exert 50 to 100 pounds of force occasionally, or 25 to 50 pounds of force frequently, or 10 to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. This position requires prolonged periods of standing, walking and driving. Requires full range of body motion in manipulation of limbs and torso for working on scaffolding, climbing ladders, overhead and / or working in confined spaces. Requires the ability to traverse irregular, uneven, and / or erratically moving surfaces frequently. Must be able to work for sustained periods of exposure to outside atmospheric conditions. Physical demands are in excess of sedentary work.
Language Ability : Requires ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex technical terminology. Requires the ability to read and interpret blueprints, plans and specifications. Requires the ability to prepare forms and reports using prescribed formats and adhering to all rules of grammar, spelling, diction and punctuation. Requires the ability to communicate effectively in English and in the various professional languages relevant to construction and engineering activities.
Intelligence : Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems.
Numerical Aptitude : Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages; compute ratio and proportion.
Interpersonal Temperament : Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with emergencies and frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various contractors, professionals, county staff and the general public.
