GENERAL STATEMENT OF JOB

Operates and maintains the County's Advanced Traffic Management System (ATMS) and traffic system database.

EXAMPLES OF WORK

• Supervises and manages staff to include assignment, scheduling, interviewing / hiring, training and development, and discipline.
• Provides technical expertise related to the design, implementation, operation and maintenance of Okaloosa County's Transportation Management Center (TMC) and Advance Traffic Management System (ATMS).
• Conducts and coordinates traffic signal timing projects (e.g., special timing and emergency timing strategies for evacuations).
• Monitors existing arterial coordination timing plans.
• Assists the Traffic Signal Operations staff in troubleshooting signal operations, malfunctions and programing of signal timing inputs and traffic system database management of the ATMS.
• Prepares technical reports to FDOT for annual reports, and to contractors or other external parties for signal timing requests, and other technical requests related to the ATMS.
• Maintains traffic system database, intersection maps, drawings, and charts that illustrate area-wide network of communications.
• Coordinates with Signal Operations and IT Department on fiber optic communications and / or controller equipment testing and troubleshooting when failures occur.
• Assists Traffic Engineer.
• Responds promptly to requests from citizens and public officials.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training, and Experience : Requires a Bachelor's degree in Traffic or Civil Engineering, or closely related field supplemented by five (5) years of practical experience in designing, operating or maintaining ATMSs', traffic signal timing; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience with communication systems and networks, database management, and fiber optic networks preferred. Familiarity with Windows administration and networking is preferred. Experience in a lead / supervisory capacity, or as a project lead, preferred.

Licenses and / or Certifications : Requires a valid driver license. Must be a Florida Professional Engineer or have the ability to acquire certification as a Florida Professional Engineer within six (6) months of employment.

OTHER REQUIREMENTS

Physical Requirements : Requires the ability to operate office equipment, to include computers, copy / fax machines, and any related peripherals. Must be able to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Must be able to work for sustained periods of exposure to outside atmospheric conditions. This position requires the ability to be stationary in a sitting position for prolonged periods of time. Physical demands are essentially those of sedentary work

Must be able to read a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Numerical Aptitude : Requires the ability to add and subtract totals, multiply and divide, use decimals and determine percentages, to determine weight; compute discount, profit and loss, ratio and proportion; interpret graphs; perform engineering and statistical calculations; utilize geometric and algebraic principles.

Interpersonal Temperament : Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy in frequent contact with various professionals, county staff and the general public.
