What are the responsibilities and job description for the GIS Analyst II position at Okaloosa County?
Provides intermediate to advanced professional and technical work developing and supporting the county’s diverse, multi-user Geographic Information System.• Coordinates technology and data management with the IT Department and GIS Division.
• Follows guidelines for acquisition, development and maintenance of computer equipment and data in accordance with the policy and procedures.
• Designs, develops, implements, and tests the digital water and sewer geographic database composed of the base map, thematic layers, and related attributes.
• Designs, develops, and manages individual GIS projects that develop water and sewer data to be used for analysis in GIS systems.
• Designs, implements, and maintains software solutions, hydraulic models and maintenance modules to geographic information systems functions based on analysis of requirements.
• Designs and develops computer programs using high-level programming languages in accordance with standard programming principles and procedures (i.e., decision-making, flow of control, functions, variables, nesting, logical operators, loops, error handling, etc.).
• Writes, tests, and debugs program coding to ensure proper functioning of applications and systems.
• Prepares program documentation in accordance with standard programming design principles (i.e., flowcharting, pseudo-code, design analysis).
• Maintains and upgrades programs and applications as needed. Writes documentation to enact GIS methodology – base map, utility thematic layers and related attributes.
• Performs quality control reviews on project layers; ensures the technical integrity of computer data, accurate input/coding of data and spatial accuracy of data. Utilizes coordinate geometry to verify and code the input of survey data.
• Researches record documentation drawings, legal descriptions, ordinances, rights-of-way, property appraiser assessment maps and legal subdivision plats and compares these with the computer data.
• Provides technical computer assistance to co-workers, other departments and constitutional officers. Answers questions and provides direction concerning the input, coding and digitizing of the project layer of the database.
• Implements mobile data collection techniques, and develops field procedures and quality control standards.
• Provides guidance on other aspects of GIS development.
• Provides training on all modules of the ArcGIS programs, GIS data models, troubleshooting, operating procedures, etc.
• Provides technical user support to personnel on new/updated software and hardware. Ability to use aerial and ground imagery to locate Water & Sewer infrastructure for inclusion in the database.
• Responsible for day-to-day county wide GIS operational support.
• Performs other duties as assigned.
Education, Training, and Experience: Bachelor’s degree in Computer Science, GIS, Geography, or a related field; supplemented by two (2) years of progressively responsible experience in an underground utilities environment which provided experience with ArcMap, ArcGIS/ArcGIS Pro, SDE and file geodatabases; or an equivalent combination of education, training, and experience. Experience in Python scripting or other high-level programming languages, REST map services, survey, GPS systems and relational database systems preferred. Experience in ArcGIS Pro preferred.
Licenses and/or Certifications: Requires a valid driver license.Physical Requirements: Must be physically able to operate a variety of machines and office equipment including computers, digitizers, telephones, plotters, printers, etc. Must be able to exert up to 20 pounds of force occasionally, or a negligible amount constantly to lift, carry, push, pull or otherwise move objects. Physical demands are essentially those of sedentary work.
Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.
