Scope
Manage the day-to-day operation of the Project (101 - 249 units) to provide well maintained, safe and secure housing for the residents. Collect rents and fill vacancies; serve the residents to enhance their well-being, within limits of resources and regulations. Ensure that OCHA property and premises are maintained at the highest standard at all times.
Accountability
Directly responsible to the Assistant Director of Public Housing.
Examples Of Work Performed
Understand and carry out OCHA policies and procedures and Federal regulations related to the operation and maintenance of the Project and to personnel. Ensure that staff is trained in these areas as they relate to their position.
Work with the Maintenance Supervisor to present an annual work plan and an annual budget for the Project to the Asset Manager. Serve as cash custodian for petty cash fund.
Ensure quality control through appropriate unit inspections, monitoring maintenance and physical improvement progress, developing and monitoring goals, and discussing goals and problems with superiors. Ensure monitoring and upkeep of Project records. Ensure security of the Project and the office.
Maintain acceptable performance levels in the areas of rent collection, vacancies, lease enforcement, unit maintenance, and budget controls.
Supervise assigned staff; complete performance evaluations; counsel and discipline and resolve conflicts as necessary. Makes recommendations as to staff changes; interview and recommend candidates for hire. Responsible for submitting time and leave reports to Asset Manager.
Perform duties related to the court system, lease functions, and perform clerical duties as necessary. Conduct and complete interim and annual income re-examinations, housekeeping inspections, preventive maintenance inspections and housing quality standards inspections. Ensure that maintenance staff completes work within standard time frames.
Serve as liaison for resident/community groups and monitor provider agency and Tenant Association activity to meet resident needs. Represent OCHA at community meetings.

MINIMUM EDUCATIONAL REQUIREMENTS, LICENSES, SKILLS, ABILITIES, EXPERIENCE:
College degree in Business Administration or Social Sciences, or High School Diploma (or equivalent) and three (3) years of Housing Management experience, or equivalent combination of education and work experience. Be, or be able to become, a Certified Housing Manager from an approved organization within six (6) months. Ability to meet the public and interact with residents and Authority personnel in a positive and effective manner.
Ability to retain proprietary information as confidential. General knowledge of Public Housing Assessment System (PHAS) standards to ensure compliance with Building, Health, and Fire codes. Valid Oklahoma Driver License with an acceptable driving record. Ability to comply with Authority attendance policies. Appropriate office skills. Strong verbal and writing skills. Spanish skills preferred.
Physical
Ability to read and write correspondence, read ledgers, and work with computerized reports, code books, plans, etc. Abiliy to enter and access all areas of all buildings and dwelling units for which responsible. Ability to communicate clearly and effectively with others by telephone and in person. Physical range of motion and coordination for extensive work with files. All physical requirements are evaluated based on ability to perform, with or without reasonable accommodation under the ADA.
