Job Duties
- Directs Agency Division: Manages the completion of assigned functions and activities within the division, ensuring alignment with agency-wide missions, goals, priorities, vision, and values
- Policy and Strategy Development: Develops and recommends policies, rules, and regulations consistent with federal and state laws; participates in program analysis to refine these policies further. Reviews proposed legislation to determine potential impact on division programs
- Budget Management: Develops and manages budgets for assigned divisional or multi-divisional programs, ensuring effective allocation and utilization of financial resources
- Advisory and Compliance: Advises agency management, assigned staff, and other interested groups on the proper interpretation and application of agency rules and policies. Ensures division compliance with all applicable legal and regulatory requirements
- Performance and Program Evaluation: Establishes division goals and objectives; develops controls to assure accountability for division operations. Reviews reports and activities to evaluate the effectiveness of multi-functional programs and implements necessary changes
- Human Resource Management: Monitors the utilization of human resources, ensuring adherence to Merit Rules and personnel policies. Develops and maintains sound personnel policies and practices; directs comprehensive staff training programs
- Technology Utilization: Ensures the effective use of all technologies to meet the division’s needs and the mission of the agency. Promotes the adoption of new technologies and innovative processes
- Stakeholder Engagement: Acts as a liaison between subordinate deputy directors, administrators, or managers and higher management. Builds and maintains effective and cooperative relationships with state officials, employees, applicants, and the public
- Legislative Interaction: Serves as an agency representative who may be called to testify before legislative committees and provide legislative briefings. Communicates with stakeholders concerning assigned division services and/or programs and associated agency operations
- Crisis Management: Leads the division through periods of change and crisis, managing responses to minimize impact on services and operations
- Comprehensive Knowledge: Profound understanding of administrative systems, federal and state laws and regulations related to human services programs, and principles of Adult and Family services organization and management
- Advanced Analytical Skills: Highly skilled in analyzing and evaluating complex activities and programs. Proficient in interpreting and resolving intricate administrative and personnel challenges
- Effective Communication: Exceptional ability in oral and written communication, facilitating clear and open dialogue within all levels of the organization and with external partners
- Leadership and Project Management: Strong organizational and project management skills to effectively lead major initiatives and coordinate with multiple stakeholders
