SUMMARY
Processes and maintains the accuracy of Emergency Housing Voucher (EHV) Payment Programs, monitoring and administrating program funds and relevant file information related to those activities by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following :
Quality control files processed for initial leases / transfer leases, recertifications, interims, payment additions, annual certification and rent increases according to income guidelines, addendum forms, and HUD regulations for accuracy of payments for Emergency Housing Voucher Payments Program. Payments include HPP, utility reimbursement, security deposit, utility deposit, holding fees, moving expenses, essential household items, and renter’s insurance.
Process new ownership / management changes through title / deed and management agreements and verifying tenant owner relationships prior to the change.
Process void checks, stop payments, reissuing checks and correcting owner 1099 forms. Verify positive pay function with bank contacts for accurate payments.
Cross trains with other department personnel.
Responsible for additional duties to enhance the overall operations of the Agency on a day-to-day basis.
Responsible for the delivery of exceptional customer service to all external and internal customers by being polite and helpful at all times.

Requirements :
EDUCATION and / or EXPERIENCE
Associates degree from a two-year college or technical school and one to four years related experience and / or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Certification in Section 8 Rent Calculation and Occupancy and HQS required to be obtained within first 12 months of employment.
Valid driver's license
Must be bondable
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of accounting procedures and reporting requirements. Knowledge of modern office equipment including copiers, personal computers, calculators, facsimile machines, etc. Knowledge of spreadsheet and other accounting related computer software programs. Knowledge of Section 8 rules and regulations and ability to quality control work processes of the Rental Assistance department. Ability to follow established procedures in the creation and maintenance of accounting records. Ability to establish and maintain effective working relationships with other employees and the public. Ability to apply HUD and OHFA established policies and procedures to consistently produce on-time and accurate income, rent, and subsidy calculations. Knowledge of non-HCV federal requirements that affect income and rent determinations, including fair housing, equal opportunity, fraud and program abuse. Knowledge of HUD established performance standards (SEMAP indicators) and OHFA established performance standards as they relate to income and rent determinations.
