Incorporated in 1948, Old Dominion Electric Cooperative (ODEC) provides reliable, cost-effective, environmentally balanced, wholesale electric services to our 11-member distribution cooperatives in Virginia, Maryland and Delaware. Our core business is generating, purchasing and delivering electricity to our members. ODEC is a not-for-profit generation and transmission cooperative that operates for the benefit of our members, who are our owners. Our home office is located in Glen Allen, Virginia.
Purpose of Job:
The Director of Transmission Services will direct and manage the transmission department. This engineering professional will work out of the Glen Allen, VA home office. This position is responsible for overseeing the reliability, planning, interconnection, engineering, construction, maintenance, and budgeting activities for the ODEC transmission system and distribution cooperative transmission delivery points.
Essential responsibilities include:
- Managing the ODEC 69kV transmission system which includes but is not limited to:
- Overseeing the reliability, planning, interconnection, engineering, construction, maintenance, and budgeting activities for the ODEC transmission system.
- Ensuring coordination of transmission planning and maintenance activities with the regional transmission organization (RTO) and maintenance contractors.
- Overseeing and managing the relationship with the contracted transmission operator.
- Managing Member transmission reliability which includes but is not limited to:
- Overseeing relationships and managing contracts with the transmission owners that provide electric service to our distribution cooperatives.
- Overseeing reliability of distribution cooperatives transmission delivery points and coordinating new service requests with transmission owners.
- Overseeing technical support of new generation interconnections and processes.
- Ensuring compliance with federal, state, and local regulatory agencies.
- Supervising 3 full-time employees to include directing departmental planning activities and coaching, mentoring and developing. Engaging employees through department, management and project planning meetings.
- Participating in Board and Board Committee meetings and making presentations as needed.
- Financial management of budget to support strategic initiatives.
Work Experience Required:
- 12 years’ combined experience in electrical and/or mechanical engineering or equivalent work experience
- 10 years’ combined experience in power generation and/or distribution systems which must include high voltage transmission systems experience
- 8 years combined experience in project management and/or project engineering
- 5 years people management/supervisory experience
Critical Knowledge, Skills and Abilities:
- Working knowledge of and experience with complex construction projects in an energy utility environment
- Working knowledge of electric transmission utility equipment, operations and maintenance
- Effective communicator verbally and in writing
- Knowledge of electrical standards, codes and common industry engineering practices
Preferred Knowledge and Skills:
- Understanding of power generation equipment
- Understanding of electrical metering equipment and SCADA systems
Education: Bachelor of Science in engineering required (BSEE or BSME preferred)
Travel details: Frequent travel to include overnight travel several nights a month(approximately 15% annual travel) is required in this position.
Working Conditions and Physical Demands:
- Interact effectively with others through verbal communication via in person, phone, or video, and via email and text
- Conduct regular and safe travel via automobile for several overnights each month (approximately 15% annual travel)
- Ability to use a keyboard and monitor frequently
- Frequently perform fieldwork, which may involve walking over rough terrain during all types of weather conditions
- Frequently spend a number of hours outdoors exposed to all weather conditions, typically in high voltage substations or power plants
- Walking on uneven surfaces
- Ability to climb ladders, potentially several feet high, and walk on platforms
- Occasional heavy lifting and/or moving items up to 50 pounds
- Ability to see, smell and hear when conducting fieldwork and when on premises at high voltage substations or power plants
