JOB SUMMARY
Plan, develop, implement, and administer a variety of broad or unique programmatic or administrative or technical functions in direct support of Tech Services Site Infrastructure, Business Services, & site Maintenance Facility Support missions. Provide immediate level guidance, work direction, oversight, and leadership to a functional work group(s), section or unit in an administrative or business support capacity.
Duties/Responsibilities:
Perform a wide variety of complex, advanced and diverse functions in direct support of Site common infrastructure and/or Site-wide Programs. Receive assignments in the form of objectives with goals and process to achieve goals generally outlined by management. Exhibit competency at the highest technical or programmatic level as demonstrated by both personal expertise and the effective direction and leadership of assigned work group. Directs design and modification of area of programmatic responsibility. Assists less senior personnel with more difficult aspects of work. Provide guidance to less senior employees according to established policies and management guidance. Plans, prioritizes, and coordinates work for others to meet unit or work deadlines. Operate under deadlines and may be subject to extreme workloads. Administer company policies that directly affect subordinate employees. Provide centralized control of a program or process that supports operations. Interpret and communicate programmatic, technical or process changes to operations personnel. Responsible for accuracy and applicability of procedures and policies that impact the day-to-day operations of the work group. Develop, implement, and conduct training for personnel and management impacted by assigned programmatic, technical or support function. Train less senior staff personnel. Assist the manager in the preparation, forecasting and reporting of organization performance, budgets, manpower requirements, workload distribution and the development of resource requirements. May be in the position of acting as the primary liaison between two Site organizations, operating in a matrix capacity, and supporting the goals and requirements of both organizations. In this capacity, may have personnel and programmatic responsibilities within each organization concurrently. May be responsible for overseeing contractual obligations of work group, or for the company, and to act as management representative to an external contractor. Duties may involve activities to resolve contractual issues with subcontractors, the DOE, external auditing agencies, and effected internal customers. May provide relief for or represent the next immediate level of management.
QUALIFICATIONS
Education: Masters in engineering, science, business, management or other technical or business discipline and 6 years of experience in operations, engineering, business, project planning, and/or program planning at a strategic, long-range programmatic level. Bachelor's degree in engineering, science, business, management or other technical or business discipline and 10 years of experience in operations, engineering, business, project planning, and/or program planning at a strategic, long-range programmatic level. Associate's degree in management or other technical or business discipline and 14 years of relevant experience. High School diploma and 17 years of relevant experience. A comprehensive level of knowledge and understanding of all aspects of the functional or program area assigned is required. Thorough knowledge and understanding of all pertinent policies, practices, procedures, DOE orders and regulatory statutes which impact the function or program supported is required.
Experience/Skills:
Knowledgeable about DOE O 413.3B
Experienced in DOE CD-3X Package Submittals
Knowledgeable about SRNS Project Management and EVMS policies, procedures, and manuals. Experience with Learning Management Systems (LMS).
Experience in industrial (or similar) training design, development, tracking, status reporting document approval and publication process.
OTHER REQUIRED QUALIFICATIONS
Area Security Access: Candidate must be able to obtain and maintain a DOE security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments.
PREFERRED QUALIFICATIONS
Bachelors degree in business management, communication, or a related field. 2 to 5 years or more of experience in training and development or a similar role. Excellent presentation and facilitation skills. Strong organizational and project management skills. Ability to lead others in completing work assignments or work independently. Excellent written and verbal communication skills. Proficient in MS Office (MS Word, Excel, PowerPoint, Teams, Access). Well-versed in the SRNS document creation and approval process. Oversee the completion of assigned projects. Coordinate meetings, document meeting minutes, track, and report on action items through closure. Ability to adapt and learn new computer and project management skills to complete emerging work assignments.
Work Hours:
A 40-hour work week is scheduled. SRNS utilizes various work schedules including 5/8s (8 hour/day; five days per week), 4/10s (10 hours/day; four days per week), and 9/80s (9 hours/day, five days on week AA and four days on week BB. Work week excludes SRNS holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.
