Preconstruction Manager

At Oline Construction, our Preconstruction Managers play a crucial role in setting up projects for success by ensuring accurate estimates, soliciting subcontractor proposals, effective planning, and smooth transitions to the construction phase. This position requires a blend of technical knowledge, strategic thinking, and strong interpersonal skills to manage relationships with clients, subcontractors, and internal team members.
Duties and Responsibilities:
Estimating and Budgeting
- Develop construction estimates and perform material take-offs utilizing estimating software and cloud-based tools.
- Develop conceptual estimates based on conceptual drawing sets.
- Record, analyze, and use historical data to improve the quality of estimates.
- Ensure that estimates are complete, well organized, and ready for review.
- Present estimates during client meetings and field client questions.
Project Planning
- Work on multiple projects concurrently to reliably deliver projects to specified deadlines.
- Schedule milestone meetings with internal project teams and work with project managers and superintendents to hand off projects from estimating to project management once contracted.
- Assist the Director of Commercial Construction in developing accurate preconstruction and project schedules and proposals.
- Prepare preliminary project schedules during the preconstruction phase and assist the Superintendent with the contracted schedule prior to construction.
- Organize and lead the transition of the project cost estimate to the Project Manager.
- Assist the Project Manager with pricing and negotiating owner and subcontractor change orders.
Bid Management
- Solicit bids from our trade partners, subcontractors, and vendors.
- Determine proposal specifications and the scope of work by reviewing drawings, attending and/or managing bid and preconstruction meetings, etc.
- Prepare bid packages and provide leadership and coordination on bid solicitation and RFP’s.
- Develop scopes of work for sub-trades prior to and during bid solicitation.
Subcontractor Management
- Expand subcontractor network locally and in remote locations.
- Analyze proposals from subcontractors for cost, scope and completeness to determine award of work.
- Identify and qualify new subcontractors to ensure an adequate number of qualified and financially sound subcontractors are available and to expand bid solicitation coverage
- Negotiate price with clients and with qualified subcontractors.
Client and Team Interaction
- Develop and maintain strong working relationships with prospective and current clients, architects, engineers, and subcontractors.
- Develop a comprehensive understanding of the Company’s services to assist in identifying applicable potential new clients and projects.
- Identify new work opportunities and advise CEO and COO of potential projects with existing and new clients and lead or participate in the pursuit of project leads.
Other
- Communicate effectively over phone, email, and in-person with our team as well as clients, architects, subcontractors, and material suppliers.
- Complies with all safety policies and wear proper safety equipment at all times.
- Performs other related duties as assigned.
Qualifications:
- Bachelor’s Degree in Construction Management, Engineering, similar degree or relevant work experience.
- Minimum of 5- 7 years of experience successfully estimating (conceptual and hard bid) construction projects.
- A minimum of 8 years’ experience in the A/E/C industry – commercial and multifamily construction experience preferred
- Track record of estimating commercial projects up to $200M
- Prior experience in the construction industry is desired,
- In-depth knowledge of Construction Management Software
- In-depth knowledge of Microsoft Excel
- Ability to quickly and accurately perform quantity take-offs from drawing sets
- A deep understanding of commercial construction methods and practices
- In-depth knowledge of construction drawings including MEP, civil, structural
- Strong oral and written communication skills
- Analytical approach and keen attention to detail
- Familiarity with different contract structures and delivery methods
- Ability and desire to work as part of a team
- OSHA 30-Hour Construction required or can obtain.
- Ability to work effectively under pressure and meet project deadlines.
- Ability to maintain a high level of organization
Physical Requirements:
- Frequently required to sit, stand, walk, and reach.
- Occasionally required to stoop, kneel, crouch, climb or crawl.
- Occasionally lift 10 lbs.
- Extensive computer use and reading from documents and computer. Specific vision abilities include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
- Repetitive use of keyboard and mouse, extensive reading from documents and computer.
- Willingness and ability to work extended hours and flexible schedules, including evenings and weekends.
- Willingness and ability to travel.
Work Environment:
- The majority of the Preconstruction Manager’s duties and responsibilities take place in the office; however, office and non-manual work in the field is also required.
- Will be exposed to outside weather elements while in the field.
- May be exposed to loud noises, fumes, and/or airborne particles while in the field.
- Dress, including proper PPE, in the field is conducive to a building construction environment.
