Expected starting salary is $42.48 to $56.71. Full salary is $42.48 to $70.95.

Bachelor’s degree in architecture, engineering, construction management or related field and four (4) years of residential plan review and field inspection experience as listed in the work functions.

OR

Associate’s degree from an accredited college in inspection technology, construction management, or construction technology and six (6) years of residential plan review and field inspection experience as listed in the work functions.

OR

Combination of education and experience equivalent to eight (8) years of field inspection experience as listed in the work functions.


Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Required Special Qualifications:
State of Minnesota Certified Building Official certification is required upon employment.

Under general direction, manages the Environmental Safety division. Coordinates inspection schedules, coverage, internal workflows, and issues stop work orders. Monitors, implements, and enforces rules and ordinances related to building codes and other general health or safety matters under the jurisdiction of Olmsted County. Completes special projects and provides technical assistance to other departments. Collaborates with contractors, engineers, architects, and other professionals engaged in construction plans for compliance with all adopted codes. Leverages the strengths of team members and develops employees to reach optimal goals. Supports a diverse, respectful, and inclusive workplace.
  • Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
  • Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.
  • Manages and performs construction plan review for new and existing residential, commercial, industrial, and agricultural projects.
  • Interprets and enforces state building codes as well as adopted codes related to land development and building construction.
  • Coordinates and conducts inspections for new and existing residential, commercial, industrial, and agricultural projects and reviews structural, non-structural, mechanical, and plumbing work activities.
  • Develops and implements operating policies and procedures related to building safety and implements improvements.
  • Resolves complaints and de-escalates situations. Implements solutions for customer concerns.
  • Supports the department and organization during emergency situations.
  • Performs related duties as assigned.
  • Thorough knowledge of the construction trades and all modern building construction techniques.
  • Thorough knowledge of state building codes and associated regulations, and of all ordinances related to building construction adopted by local jurisdictions.
  • Thorough understanding of all aspects of building code administration.
  • Skill in the use of computers and technology, including geographic information systems.
  • Skill in conducting building inspections.
  • Skill in reading and understanding blueprints and construction plans.
  • Ability to participate in and lead effective teams.
  • Ability to interpret and enforce building codes, ordinances, and other regulations.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interpret and follow verbal and written instructions.
  • Ability to effectively resolve conflicts with others.
  • Ability to apply environmental safety principles to complex problems.
  • Ability to establish and maintain effective working relationships with others.
