Minimum Qualifications of Education and Experience
$35.37 - $59.07 Hourly
Associate’s degree from an accredited college in electro-mechanical maintenance or related field and four (4) years of experience in the maintenance in a related facility as listed in the work functions with three (3) of those years working in the operation and maintenance of high pressure steam and electrical power generation systems or related experience.
OR
A combination of education and experience equivalent to six (6) years of progressively responsible experience in a similar position as listed in the work functions.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.
Special Required Qualification:
Must obtain Minnesota Provisional Waste Combustor Certification within six (6) months of employment (training will be provided by facility), per 7011.1280 - MN Rules Part
Desirable Qualifications:
- Background in power generation facilities.
- Extensive background in industrial or manufacturing maintenance.
- Two (2) years of supervisory or leadership experience.
- Welding certification.
- Possession of a valid Minnesota Maintenance Electrician’s license.
- Background in resource recovery.
Nature of Work
Under supervision, oversees maintenance programs at the Olmsted Waste-to-Energy Facility. Supervises maintenance staff involved in the installation, replacement, maintenance, repair and inspection of mechanical equipment and electrical systems in a refuse fired cogeneration plant. Shares on-call duties with maintenance staff. Leverages the strengths of team members, clarifies roles and responsibilities, and develops employees to reach optimal goals. Supports a diverse, respectful, and inclusive workplace.

- Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.

- Implements the Maintenance Plan.
- Creates staff scheduling and determines material requirements for accomplishing work.
- Develops, maintains, and conducts training in coordination with Safety, Operations, or Engineering.
- Coordinates with staff and contractors on projects and plant maintenance.
- Maintains records, prepares reports, and compiles correspondence.
- Oversees the Computerized Maintenance Management System (CMMS).
- Assists in maintaining spare parts and materials inventory. Purchases parts and materials.
- Coordinates with other regional utility providers to locate subsurface systems and facilitate projects requiring excavation.
- Oversees and performs miscellaneous housekeeping in and around the work area.
- Participates in recommending, planning, budgeting, and scheduling of major repairs, modification, training, and preventive maintenance.
- Plans and oversees welding and fabrication of materials for plant equipment and auxiliary systems.
- Assists with managing work orders and preventative maintenance backlog.
- Performs accident investigation and reporting.
- Ensures the use of safe work practices for OWEF employees as well as outside contractors.
- Performs related tasks as assigned.
Knowledge, Skills and Abilities Required
- Extensive knowledge of the standards, materials, and methods required for the maintenance and repair of mechanical, electrical, hydraulic, pneumatic, steam equipment and controls.
- Extensive knowledge of the principles and practices involved in the generation of steam and electric power.
- Extensive knowledge of the principles and practices involved in operating and maintaining electrical power generation, power generation and transmission equipment, district energy systems, chillers, absorbers, air pollution control equipment, public wells, and water supply systems.
- Knowledge of federal and state laws governing pollution control compliance.
- Knowledge of the precautions necessary to work safely with and around mechanical and electrical equipment.
- Knowledge of mechanical, electrical, and piping codes.
- knowledge of programmable logic controllers (PLC) and variable frequency drives (VFD) and related software.
- Skill in the use of computers and technology including computerized maintenance management systems (CMMS) and applications.
- Skilled in the safe use of hand tools and complex machine and measurement tools.
- Ability to recognize and diagnose the faulty operation of various power plant systems and components.
- Ability to effectively supervise the work of others.
- Ability to monitor and evaluate programs and organizational performance to assess efficiency and effectiveness.
- Ability to read and understand plans, sketches, diagrams, and blueprints.
- Ability to communicate effectively in a technical environment, using written and verbal instructions, and established procedures.
