What are the responsibilities and job description for the Materials Recovery Facility Manager position at Olmsted County?
Bachelor’s degree from an accredited college or university in biology, chemistry, environmental science, or closely related field and three (3) years of experience in a similar position as listed in the work functions.
OR
Combination of education and experience equivalent to seven (7) years of experience in a similar position as listed in the work functionss.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Required Special Qualifications:
- Successful completion of hazardous waste training program sponsored by the Minnesota Pollution Control Agency (MPCA) within one (1) year of employment
Desirable Qualifications:
- Two (2) years of supervisory or leadership experience.
Under general supervision, researches, recommends, and manages the setup and general operations of the Materials Recovery Facility (MRF) and supervises staff. Coordinates activities of material-moving machines, equipment, and maintenance. Manages the planning, design, and implementation of projects and programs. Leverages the strengths of team members, clarifies roles and responsibilities, and develops employees to reach optimal goals. Supports a diverse, respectful, and inclusive workplace.
- Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
- Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.
- Oversees the general operations and management of the MRF program including collection, processing, storage. Monitors inventory and schedules transportation of materials.
- Ensures compliance with safety and operating requirements and regulations.
- Maintains MRF records and reports for operating processes and other waste abatement program records.
- Evaluates and assists in the development of work plans, budgets, improvements, and construction projects for the MRF.
- Develops MRF operational and safety manuals. Develops and conducts training for haulers and staff.
- Oversees facility and equipment maintenance plans.
- Ensures communications of operations and activities with management teams at the Olmsted County Waste-to-Energy Facility, Olmsted County Recycling Center, and Olmsted County Kalmar Landfill.
- Assists in the development of ordinance provisions related to recycling and waste abatement policies.
- Performs related duties as assigned.
- Thorough knowledge of safe handling practices and environmental effects of hazardous products.
- Knowledge of local, state, and federal regulations regarding the operation of recycling and hazardous materials program.
- Knowledge of the occupational hazards and safety precautions for the MRF.
- Skill in the use of computers and technology.
- Skill in verbal and written communication including presentations and public speaking.
- Ability to analyze, determine and develop reuse, recycling, treatment, and testing methods for recycling and hazardous materials programs.
- Ability to effectively plan, coordinate, and track project.
- Ability to establish and maintain effective working relationships with others.
- Ability to train, mentor and supervise the work of staff.
- Ability to effectively resolve problems.
- Ability plan, organize, and accomplish work in a timely manner.
