The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Manager, Master/Land Planning Manager technical guidance in preparation of master plans and land use plans for the Olympic Authority Venues. The Master/Land Planning Manager provides direction in establishing a clear vision or end goal, conducts thorough data analysis and Venue engagement, creates a realistic implementation plan, and identification of environmentally sensitive areas with necessary permitting requirements. This position reports directly to the Director, Environmental, Planning, and Construction (OEPC).Regular duties include, but are not limited to: Develops Master Plans for each Olympic Authority Venue.Develop and implement phases of the planning process.Complete environmental impact assessmentAssertively communicates with and organizes internal and external stakeholders in development of the Master Plans.Actively connects with the Olympic Authority Venue Managers to manage requests and expectations.Visit Olympic Authority Venue sites to develop operational and logistical knowledge.Implements and manages professional Design Consultant services.Coordinates with the OEPC Buildings and Civil Engineering Managers in development of the Master Plans.Creates design schematics and maps of varying types to support the Master Plan process.Ensures compliance with regulatory requirements associated with existing and proposed Master Plan action items.Develops Unit Management Plans and Amendments in accordance with New York State Adirondack Park Agency and New York State Department of Environmental Conservation rules and regulations.Liaise with New York State Department of Environmental Conservation Environmental Program Specialist assigned to Olympic Authority projects.Prepares and delivers presentations to regulatory authorities and other stakeholders.Amends Plans based on internal and external stakeholder comment.Prepares reports regarding land usage and environmental impacts.Evaluates and negotiates proposals.Facilitates positive and safe workgroup interactions.Develops project scopes, schedules, milestones, and budgets.Oversees information management and retention.Engages in quality assurance throughout the life cycle of the project.Supervise and organize fieldwork of field crews.Participate on committees for policy and regulatory development within the industry.Supervises and coordinates technicians.
The minimum qualifications required for this vacancy. Minimum Qualifications Either 1. seven years of experience planning multi-trade building facility construction projects, or in policy development or planning of multi-trade municipal land use projects;Or 2. an associate's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and five years of the above qualifying experience;Or 3. a bachelor's degree in the field of architecture; landscape architecture; planning; engineering technology; construction management; construction technology; architectural technology; building science; or engineering and three years of the above qualifying experience.Qualifying Experience: Examples of acceptable experience planning multi-trade facility construction projects include: capital construction project planning, corporate construction project planning, public works construction projects, or other similar large scale construction project planning. Park and recreational use planning, leisure projects, mass attendance projects
