POSITION DESCRIPTION
Cobra and EVMS Expert shall provide cost analyst support services with specific emphasis on Earned Value Management System (EVMS) compliance. The primary focus of these support efforts will be Cobra and EVMS expertise in support of NNSA 413.3B projects. These support efforts will include establishing consistent compliant Cobra and EVMS reporting systems for the SPR Project and individual projects and supporting developing effective processes and procedures as required.
- Identify the needed Cobra and EVMS processes for SPR projects.
- Establish a consistent methodology and processes for administration of Cobra activities in support of SPR projects.
- Lead SPR Project teams in the application of Cobra tools.
- Identify and support the Cobra implementation steps to facilitate the Cobra implementation.
- Provide Cobra support to project teams in support EVMS certification.
- Provide expert level support to the Director SPR in the functional area of Cobra implementation and EVMS compliance and reporting.
- Lead efforts to provide knowledge transfer to project teams in Cobra support and EVMS reporting.
- Develop and implement corrective action plans from external EVMS assessment from NNSA and PM-30.
- Assess SPR Project Teams monthly EVMS reporting to provide consistency and improvements.
- Develop and provide input to monthly SPR metrics as requested.
- Perform reviews and provide recommendations as requested.
- Develop Process Description Documents and procedures that establish SPR Cobra methods and operations.
- Perform alternative /decision analyses in support of the project.
- Develop SPR Cobra program, project, and task management implementation plans.
- Directly reports to CAMs/APMs with cost and schedule control and analysis.
- Facilitate Organizing, Planning/Scheduling, Work Authorization, Accounting, Cost Management and Reporting Analysis within the EIA-748 EVMS Compliance requirements.
- Ensure change management is executed for their specific assigned scope.
- Develop input to Weekly, Monthly, Special Topics, Quarter Program Review and other management/customer reporting.
Qualifications
EDUCATION REQUIREMENTS
- Master’s degree and extensive specialized training or extensive experience applicable to special needs of the task. Experience equivalency can be considered in lieu of education requirements.
MINIMUM QUALIFICATIONS
- Candidate must be a U.S. Citizen.
- Minimum of 15 years’ experience in EVMS.
- 10 or more years of cost processing experience (ex. Cobra).
- Ability to work in a diverse work environment.
- Satisfactory results of a pre-employment screening, which includes a background check and drug screening.
Desired Qualifications
- Previous nuclear experience preferred.
LOCATION
New Orleans, Louisiana. Some remote and hybrid work may be authorized by our client.
