Job Summary/Overview
The Land Development Superintendent is responsible for oversight of the construction process in an assigned construction site, from planning to completion. Additionally, this position is responsible for a variety of construction-related activities to include daily scheduling, quality control, supervising construction site activities and tasks, and ensuring the safety and compliance of the site.
Essential Duties and Responsibilities

- Provides leadership and establishes and maintains effective and harmonious working relationships with staff and subcontractors in order to promote positive project morale
- Manages to plan specifications and implements procedures for construction based on starting and completion times and requirements for each phase of construction
- Communicates project requirements to others involved in the construction process
- Ensures the project master schedules are followed
- Confers with supervisory personnel and subcontractors to resolve complaints and disputes
- Confers with supervisory and management personnel and inspectors and suppliers of tools and materials to resolve construction issues and improve construction methods
- Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules
- Ensures that the health and safety company policies are followed
- Ensures that all OSHA guidelines are followed in every aspect of construction
- Oversees employees, contractors, and vendors involved in assigned project
- Understands the general contractor, each subcontractor, the contract drawings, specifications and addenda, and assists in the development of the onsite procedures
- Examines the contract drawings, specifications and addenda for design deficiencies, impractical details and possible code violations, and brings these to the attention of the Project Manager who will review them with the Engineer
- Assists in the development and refinement of the project schedules, and works with the Project Manager to keep the schedules properly updated, and to see that the job meets the various required dates
- Plans and reviews the Construction Program with the Project Manager including quality control procedures, safety and security practices, field office location and layout, temporary utilities, staging areas, equipment and manpower requirements
- Exercises independent judgement through the hiring, coordinating, directing, monitoring, and inspecting of the activities for the project subcontractors and suppliers
- Verifies that each Subcontractor has completed his contractual requirements as a precondition to beginning work at the jobsite, to include a Certificate of Insurance, a fully executed subcontract and other company-mandated documents
- Assures that a sufficient supply of materials, equipment and incidentals are available onsite
- Sees that all required permits or licenses have been obtained, and that a weatherproof bulletin board is installed on which all required safety notices are posted
- Cooperates with, and directs when necessary, the activities of the inspection agencies, and effects remedial actions indicated by the reports of these agencies
- Conducts weekly coordination meetings and monthly safety meetings with the subcontractors and issues minutes to the Project Manager
- Receives and reviews the subcontractor’s reports of work done, labor, and material employed
- Reviews and approves, on a weekly basis, all as-built prints
- Reviews and submits the subcontractor’s monthly requests for payment
- Participates, as required, in the timely preparation of monthly requisitions and sees that they are promptly reviewed and approved
- Reviews and approves all time and material work vouchers and invoices
- Maintains good relations and communication with all involved in the project, including the customer
- Performs all duties in adherence to OTOW standards
- Strives to maintain a safe working environment through the prevention of accidents, the preservation of equipment, and the achievement of safe working practices

Qualifications (Education, Experience, Technical Skills)
Education and Experience:
- High School Diploma or equivalent required
- 5 of years construction experience required
- Construction Superintendent experience preferred
Skills and Knowledge:
- Must be able to read, write and understand English and have strong verbal and written communication skills, as well as public speaking skills
- Ability to understand of project cost analysis, spreadsheets and the ability to effectively use necessary computer programs
- Knowledge of the principles and practices of building construction and building trades
- Knowledge of specifications and ability to read blueprints
- Knowledge of OSHA regulations and safety precautions in the work place
- Knowledge of building construction processes and procedures, equipment, tools, and materials
- Knowledge of construction contracts and contracting procedures
- Knowledge of construction codes, laws, and contract documents
- Knowledge of standards of good work quality in commercial building construction
- Ability to determine by inspection that specifications and requirements are met
- Ability to conduct group meetings and to reconcile conflicting views
- Ability to maintain high standards of work quality
- Ability to evaluate construction and/or design problems and recommend solutions
- Ability to communicate effectively with others
