Position Summary

As a Senior Right of Way (ROW) Rep at Oncor, you’ll work with minimal supervision, as Oncor Electric Delivery’s representative in acquiring clear title to real estate properties (fee land and easements) that are necessary for the construction of Oncor’s transmission and distribution facilities. The role will manage Oncor owned right of way assets to protect Oncor’s title and interest, prevent encroachments, trespass and environmental misuse where applicable. The role is focused on looking for ways to produce revenue, maintain owner/customer relations to prevent or minimize complaints, disputes and potential litigation.

The Senior Representative acts as a negotiator and mediator on behalf of Oncor with respect to relocation of facilities, and acquisition and protection of Oncor’s land and land rights. This role may assist the Manager in on-the-job training of new Right of Way Representatives. This position is a hybrid based in our 777 Main St – Fort Worth, TX location.

Key Responsibilities

• Serves as a Field Agent Supervisor on extensive projects and may coordinate the job activities of ROW Representatives and consultants.
• Requires paralegal skills and working knowledge of real estate law to prepare legal documents such as easements, sales contracts, releases, exclusions, licenses, permits and encroachments to submit to ROW Manager for execution.
• Establishes and updates project schedules and statuses in compliance with weekly and monthly reporting requirements.
• Researches public records to determine property ownership and perform abstract of title to locate easements and fee title deeds, requiring abstracting skills such as those performed by an abstract company.
• Protects Oncor Electric Delivery’s investment, title, and rights in its real property for both present and future use, preventing trespass, unauthorized encroachments, environmental misuse and maintenance concerns.
• Provides guidance and assistance to Transmission Operations personnel on land and landowner issues.
• Serves as the Oncor Electric Delivery representative to negotiate and settle damage claims from construction, maintenance or removal of Oncor Electric Delivery facilities and issues draft/check for payment.
• Coordinate the closing of real property transactions with title companies.
• Conducts meetings with property owners, city governments, title companies, developers, engineering consultants and other entities to coordinate projects, resolve problems and reach agreements.
• Determines Oncor Electric Delivery’s rights pursuant to existing easements and other instruments, notifying appropriate departments, and acts as liaison between landowners/and or tenants to ensure cooperation and uninterrupted Oncor Electric Delivery operations.
• Reviews all easements and unusual clauses as necessary in easements, deeds, licenses, leases or miscellaneous contracts and coordinates with the Oncor Electric Delivery’s Legal Department for resolution.
• Determines property values of those properties obtained through the appraisal process, as well as current right of way cost, land uses, crop yield values, and production costs.

Education & Experience

• High school diploma, GED or equivalent AND 5 years of related ROW experience required.
• Will consider applicants with Bachelor’s degree and 3 years of related right-of-way experience in lieu of above criteria.
• Applicants with in-depth knowledge and understanding of real estate law as well as real estate industry practices, procedures, documents; public real estate records; appraisal techniques; and knowledge of regulatory, engineering and environmental rules and regulations are encouraged to apply.

Measure Of Success

• Working knowledge of Oncor Electric Delivery and Departmental policies and procedures, working knowledge of real estate law with special knowledge of eminent domain (condemnation) proceedings, knowledge of real estate industry practices, procedures, documents, public real estate records, appraisal techniques, and familiarity with regulatory and environmental rules and regulations.
• Develops successful negotiating strategies to acquire easements, land in fee and other land rights to complete projects and assignments on schedule and on budget.
• Accurately researches property records for ownership and chain of title.
• Anticipates and proactively coordinates project meetings with landowners, attorneys, title companies, builders, and governmental officials critical to accomplishing the schedule and budget objectives of the project.
• Conducts thorough research on potential site locations resulting in accurate scoping reports outlining all findings and recommendations.
• Actively assesses project risk and develops any necessary mitigation plans to minimize impacts to project schedules.
• Effectively communicates project status and project risk to management and internal/external stakeholders.
• Receives and processes application fees for requests to use Oncor Electric Delivery property.
• Prepares market analyses and sets value for easements granted to third parties to use Oncor Property.
• Generates yearly revenue received from licensees granted to third parties to use Oncor Electric Delivery property.
• Complete International Right of Way courses for Property Management/Easement Acquisition and /or recertification of Senior Member status.
• Complete education and examination requirements to obtain a Texas Real Estate license and/or continuing education courses to maintain license in good standing.
• Successfully negotiates and settles property damage claims.
