Summary
The Manager of T&D Services (OTS Training and Development) will manage the training development and training activity to support the TGM Controllers and other system dispatchers to meet regulatory requirements and maximize performance. TGM Controller training includes training related to NERC compliance processes and documentation. This position will also be responsible for developing and implementing training for Distribution Operating Centers (DOC), Dispatchers and Operators.
Key Responsibilities:
Other duties may be assigned. Directly or through others, the incumbent:
- Manage the development and scheduling where appropriate for NERC approved Continuing Education Hours, CEH, training for TGO Controllers to maintain NERC Operator Credential and other training to meet NERC/ERCOT requirements
- Manage the development and scheduling where appropriate for DOC Dispatchers and Operators
- Direct the routine testing of the TGM Backup Center to ensure it is operationally available for use
- Direct testing of TMS User functionality for new code changes in TMS system when applicable
- Plan and implement Oncor’s Summer Preparedness Seminar for TGO and DOC Operators
- Support the new Transmission Network Analysis program by coordinating user training and coordinating development of shift supervisor qualification scenarios
- Provide leadership, manage and supervise employees providing training and support services
- Partner with vendors on the specifications, design, implementation and testing of any modification or upgrade to the grid simulators and other training environments.
- Ensure training scenarios meet NERC, ERCOT and Oncor requirements for training.
- Partner with Grid Operations management to ensure efficient communication between OTS, DOCs and TGO.
- Develop and maintain a highly skilled and diverse workforce. Provide supervision, counseling, guidance, and foster personal development for the Engineers and Technicians working in the Training Group
- Manage the capital and O&M budget for the Training Group
Education
- High school diploma, GED, or equivalent is required
- Applicants with a degree in engineering or other related technical field are encouraged to apply.
Experience
- Knowledge in electrical and power system operation theory and practice is required
- At least 7 years experience in transmission operations or in support of transmission operations with significant exposure to Transmission Grid Controller activities is required

Measures of Success
- Maintain complete knowledge of TMS and OTS functionality
- Must be able to acquire and maintain CIP certification
- Understand dispatcher’s processes/procedures to ensure training integrates use of tools and processes
- Maintains acceptable TGO Controllers passing rates on NERC/ERCOT Certification exams
- Ensures TGO Controllers maintain compliance with NERC/ERCOT training standards
- Receives acceptable feedback ratings from DOCs, TGO Controllers and management regarding training activities
- Works independently with minimum supervision , guidance or direction
- Maintains NERC approved Continuing Education Provider status
