Summary
Leads and manages activities for developing plans and conceptual designs for expansion of the electric distribution and substation systems for the Oncor distribution service area. Directs activities for performing technical distribution system studies and developing conceptual plans, reports or recommendations associated with smart automation devices in support of the smart grid, distributed generation interconnections, CCN for load serving substations requiring transmission line extensions, power quality issues and system contingency scenarios. Implements processes and controls to ensure legal, regulatory, code, safety and standards compliance.
Key Roles & Responsibilities Directly or through others, the incumbent:
- Leads detailed annual distribution system analyses for summer and winter load seasons and preparation of project recommendations to provide for an optimized distribution system capable of meeting system facility, added capacity, safety and reliability (loading, voltage and reactive compensation) requirements at a competitive cost
- Leads the preparation of the annual substation expansion plan to allow for timely acquisition of substation sites, filings of CCN applications for load serving substations requiring transmission line extensions and orderly purchasing of substation transformers.
- Leads activities for producing ten year seasonal substation bank demand forecasts and ten year substation plans for use by transmission planning and substation engineering and to satisfy ERCOT’s Annual Load Data Report (ALDR) requirement.
- Leads the analysis of site specific load additions (from general end use customers, electric cooperatives, and economic development) to the distribution system and preparation of conceptual design recommendations. Recommendations include directions for compliance with regulatory requirements for appropriate application of the line extension policy and collection of contribution in aid of construction.
- Supervises the preparation of technical, integrated system designs.
- Leads activities providing detailed studies and technical documentation for CCN justification for transmission line extensions associated with load serving substations.
- Serves on company, industry committees or technical working groups providing technical and analytical expertise.
- Administers and monitors the performance of a work group including selection, performance appraisal, salary administration and career development of employees in the work group.
Education, Experience, & Skill Requirements
- Education – Bachelors degree in Electrical Engineering.
- Experience – Texas Professional Engineering Registration preferred with 5 years utility industry experience.
- Skill – ability to apply complex analysis to identify the best solution to a technical problem, and to effectively communicate and commit to a course of action that is consistent with all legal, regulatory, code, standard , or other requirements as well as corporate policies and procedures; ability to supervise, appraise, lead, direct and motivate others.
