Position Summary
As a Right of Way (ROW) Agent at Oncor, you’ll work under general supervision to assist in managing the landowner/customer relationships for the Company in order to prevent or minimize complaints & disputes, support internal work groups & generally build positive relationships between Oncor & its neighboring landowners & communities. The ideal candidate will be responsible for identifying permitting requirements for projects, engaging appropriate stakeholders to acquire permits & following through to achieve right-to-construct.
The Right-of Way (ROW) group serves as Oncor’s representative in managing its real estate and right-of-way assets to protect title & interest; prevent encroachments, trespass & environmental misuse; & where applicable looks for ways to generate revenue through the grant of licenses.
This position is not office-based. The role requires travel anywhere within our service territory with company reimbursement for mileage We are open to applicants in multiple skill levels. Please see “education and experience” section for corresponding details.
Key Responsibilities:
- Provides guidance and assistance to Transmission Operations personnel on land and landowner issues.
- Manages difficult or emotional situations with landowners.
- Protects Oncor’s investment, title, and rights in its real property for both present and future use, preventing trespass, unauthorized encroachments, environmental misuse and maintenance concerns.
- Determines Oncor’s rights pursuant to existing easements and other instruments, notifying appropriate departments, and acts as liaison between landowners/and or tenants to ensure cooperation and uninterrupted Oncor operations.
- Reviews and processes requests to use Oncor right of way for permitted encroachments and easements for third party uses such as utility crossings, parking, road crossings, pipeline crossing and other uses, preparing appropriate document for review and approval by work groups with execution by the ROW Manager.
- Works with Legal to prepare documents such as easements, releases, exclusions, licenses, permits and encroachments, requiring the development of paralegal skills and some working knowledge of real estate law.
- Researches public records to determine property ownership.
- Assemble appropriate documentation for submittal including plans, drawings, maps, and design information and existing real estate documents.
- Works with Engineering, Planning, Construction, and Project Management teams in identifying projects with potential landowner issues, and works with team to find resolution.
- Organize, schedule, and manage permitting activities in a manner that supports construction project timelines.
- Receive, identify and/or note field drawings; engineering plan and profile maps; mechanical, electrical or topographical information; other data required for specific projects.
- Prepares draft legal documents requiring some paralegal skills and working knowledge of easement and real estate law for submission to ROW Manager for execution on an as needed basis.

Education & Experience:
Right of Way Agent: $67,114-$89,486
- High school diploma, GED or equivalent AND 3 years of related ROW experience required.
- Will consider applicants with Bachelor’s degree AND 2 years of related right-of-way experience in lieu of above criteria.
- Applicants with in-depth knowledge and understanding of real estate law as well as real estate industry practices, procedures, documents; public real estate records; appraisal techniques; and knowledge of regulatory, engineering and environmental rules and regulations are encouraged to apply.
- Will need to obtain an International Right of Way Association Membership (IRWA) upon hire.
Right of Way Agent, Senior: $84,233-$112,311
- High school diploma, GED or equivalent AND 5 years of related ROW experience.
- Will consider applicants with Bachelor’s degree and 4 years of related right-of-way experience in lieu of above criteria.
- Applicants with Texas Real Estate Salesperson License are encouraged to apply.
- Applicants with in-depth knowledge and understanding of real estate law as well as real estate industry practices, procedures, documents; public real estate records; appraisal techniques; and knowledge of regulatory, engineering and environmental rules and regulations are encouraged to apply.
- Will need to obtain an International Right of Way Association Membership (IRWA) upon hire.
Travel:
- Up to 100% within Oncor service territory.
Measure of Success:
- Familiarity and working knowledge with Oncor Electric Delivery and Transmission policies and procedures; general knowledge of real estate law terminology, as well as real estate industry practices, procedures, documents; public real estate records.
- Knowledge of or ability to learn use of maps, plan and profile drawings, plats and other engineering-related documentation within Oncor such as, but not limited to: ProjectWise, Microsoft Office, PETE, OTIS and other web-based applications.
