Job Summary
Under the assigned supervisor, the Intensive Placement Stabilization (IPS) Supervisor is responsible for the direction and management of effective clinical service delivery of services. Within the assigned IPS program in accordance with the programmatic and DCFS contractual guidelines. IPS Supervisors will ensure supervisees utilize applicable principles of Social Work and/or Counseling which include – Mental Health assessment, group and individual psychotherapy, family intervention, client/family education, and treatment planning. Supervisors provide weekly coaching and clinical supervision to new and existing staff members, mentoring them and helping them develop their clinical skills. IPS supervisors will improve their management of new and existing staff via internal and external training. While further developing their clinical skills by staying up to date on programmatic, Illinois state guidelines and examining clinical best practices.
General Duties and Responsibilities
• Reports to the Child Abuse Hotline as directed by the Mandated Reporter Act.
• Will provide exceptional customer service to parents, foster caregivers, referring case agencies, and other team members.
• Will Maintain discretion, as they are entrusted with a client’s personal information and knowledge of their unique situation. This confidentiality extends to ensuring client data is secure.
• Reports any exposure to communicable diseases.
• Submits expense vouchers, renewed driver's licenses, and automobile insurance coverage on the due date.
• Conducts frequent regional and all-state in-person and virtual team meetings with staff.
• Participates in frequent agency management meetings and work groups.
• Assists CQI in the development of agency documentation to enhance programming and meet the contractual requirements of the funding source along with policies, and procedures.
• Works to ensure quality-of-service delivery and the achievement of programmatic outcome goals as outlined in the IPS contract.
• Reviews intake information of clients referred for IPS services and determines if the referral will be accepted.
• Tracks all accepted and waitlisted IPS client referrals in the Microsoft TEAMS tracking sheet.
• Oversees case responsibilities and provides guidance in case planning.
• Attends hearings, administrative case reviews (ACR), clinical staffing, CIPP, CFTM, and Provider meetings as needed.
• Reviews funding source policies and procedures and trains staff on the implementation of these procedures via an IPS onboarding process.
• Ensures collaboration with IPS Coordinator and Case Aide to ensure that the required documents are in the client’s case file.
• Ensures that staff handles significant incident reporting within the 24-hour reporting period.
• Participates and presents information in various collateral and community groups to promote agency programs and to network with the community.
• Completes various outcome reports as required.
• Monitors program expenditures to ensure compliance with budgetary and contractual constraints.
• Ensures adherence to contractual obligations with the funding source.
• Ensures billing accuracy and timeliness via the Illinois IPS all-state database system.
• Handles client, staff, caretaker, and/or collateral complaints and grievances via the IPS Grievance and Red Flag Reporting Process.

Essential Duties and Responsibilities
• Reviews intake information of clients referred for IPS services and determines if the referral will be accepted.

• Provides supervision to supervisee’s and supportive staff on therapeutic approaches with clients, and administrative duties follow-up and completion.
• Will review weekly all written documents, requests, and SDS notes generated by supervisees.
• Works with staff to ensure families gain stability and children are provided permanency via the utilization of evidence-based practices and frameworks such as Attachment Regulation and Competency (ARC).
• Create cohesive teams which are multi-ethnically and multilingually diverse. To support the shaping of the agency’s culture, while being representative of the communities the agency services throughout the state of Illinois.
• Participates in required supervisor meetings and training with funding sources and community partners.
• Provides supervisees with training, education, and weekly ongoing clinical supervision or as needed.
• Provides direct service to children and families in the absence of assigned staff or as needed.
• Oversees an on-call crisis response system, which may be for referral intake and/or client emergencies.
• Manages case assignments to ensure an equal distribution of cases and to maintain the appropriate staff-to-client ratios as outlined by the funding source.
• Ensures weekly client contact is maintained in accordance with specific program guidelines and the minimum required contact hours are achieved each month.
• Ensures staff at all levels are closely monitoring child and client safety and are appropriately responsive to any situation posing a risk to, or by, a client.
• Completes and submits yearly performance appraisals for supervisees.
• Maintains a positive organizational culture while demonstrating professional maturity in the management of programmatic and policy-related duties.
• Oversees internal and external interns.
• Performs other related duties as assigned.

Qualification
Education: Masters in human service, Counseling, Mental Health, and or Social Work fields.
Experience: 1 to 5 years of experience in the supervision or lead of supervisee’s, progressive responsibility related to Social Services, or the equivalent combination of education and experience, preferred.
Licensure/Certification: LPC, LCPC, LSW, LCSW & Child welfare Licenses may be required for IL staff.
Other: Valid driver’s license and acceptable driving record with OHU-required levels of coverage for auto insurance.
DCFS background clearance.

Physical Demands & Work Environment
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The position requires visual and auditory acuity within professionally determined normal ranges, with correction if needed; and manual dexterity sufficient to operate a computer and office equipment, including, but not limited to, the telephone, computer, and copier. The employee is occasionally required to move items up to 50 pounds. The employee works in varied residential environments based on an assigned caseload and may encounter unpredictable clients. While performing the duties of this position, the employee travels by automobile and is exposed to changing weather conditions. The employee must be able to enter and exit a vehicle or a building without assistance. While performing the duties of this job, the employee may frequently drive an automobile, taking clients to appointments, in the local and regional areas. Occasionally, travel is outside the local area and overnight.
