Summary :
This Licensed Professional Position manages the TTP. This role develops, implements, and evaluates all technical aspects of transportation projects for the Oneida Nation in direct coordination with railroads, driveways, recreational vehicles, and multi-form pedestrians' ways. Act as the primary contact between the Oneida Nation and all Local, Municipal, County, State, and National transportation entities. Coordination of, plans, directs and oversees the Professional Construction Administration of all highway engineering work and daily operations.
Responsibilities :
- Oversee all aspects of construction and engineering projects to include project scoping, preliminary design, project cost estimates, detailed work drawings, interpretation of design specifications, lay out grades and alignment, hydraulic analysis and pavement / surface design as well as all storm water management systems adjacent to the project.
- Coordinate bidding procedures with Federal bidding requirement, Oneida Engineering Dept. Standards, Bureau of Indian Affairs (BIA), and / or Federal Highway Administration / United States Dept. of Transportation (FHWA / USDOT) Bidding Processes.
- Perform pre-field checks, field checks, environmental impact checks, and final plan approval checks in advance of construction field work.
- Ensure all work is in compliance with, local, State, Federal, BIA, and / or FHWA / USDOT rules and regulations.
- Inspect all survey fieldwork, road construction grades, road design, pre-design analysis projects, traffic studies, etc. during construction and upon completion.
- Coordinate with and assist the Multi-Modal Transportation Manager (MMTM) on internal transportation improvement project with a team.
- Perform and / or coordinates highway traffic and safety studies; make recommendations on roadway, pedestrian ways, intersections, and bridge improvements.
- Stake / mark roadway alignment and inspect final grading and road levels assuring compliance with FHWA / USDOT standards.
- Design and direct the preparation or review of roadway, flood control, bridge, building, water and sewer construction plan projects. Participate in BIA Tribal Transportation Program (TTP) Bridge Replacement Program.
- Develop short and long-range development plans.
- Calculate construction project cost estimates on all transportation improvement projects for budgeting and grant purposes.
- Provide assistance and engineering expertise consulting with Highway Department Commissioners, Patrol Superintendents and other local government personnel on road, bridge, parking lot, storm water, and transportation facility specifications and methods ensuring compliance with accepted construction practices, procedures and design standards.
- Perform and / or coordinate bridge system inspections as mandated, conduct field measurements, and structural calculations.
- Prepare and review external generated professional engineering plans for new / replacement bridges including cost estimates and detailed work drawings.
- Serve as Project Manager and Owner's Representative on all Oneida Nation Reservation highway right-of-way activities.
- Coordinate land title searches, develop plats, coordinate property appraisals and acquisitions with appropriate Oneida Land Management staff.
- Coordinate and impact the development of the Reservation Highway Pavement Management System for the development of a multi-year asphalt resurfacing program.
- Design, inspect, and approve all civil construction plans for highways, roadways, pedestrian ways, and bridges to provide safe travel on all passageways within and around the Oneida Nation Reservation boundaries.
- Construction Administration of external contractors of plans, specifications; perform pre- and post- construction field checks for quality assurance ensuring role of Owners Representative.
- Perform survey, stake, and measure internal smaller-scale construction / development sites.
- Recommend methods of improvement, interpret, and enforce practical engineering practices, and instruct / train subordinates in proper methods and procedures.
- Practice excellent customer service skills at all times to include, but not limited to addressing customer and employee needs courteously and promptly.

b. Five (5) years engineering experience; and / or equivalent combination of education and experience.
c. Current Engineer-in-Training License to practice within the State of Wisconsin.
d. Ability to obtain Professional Engineer License within three (3) years of employment.
