Summary :
Responsible for molding the organization's talent through strategic learning initiatives and professional development programming. Oversee the Employee Assistance Manager, in addition to the learning and development, Learning Management System (LMS) Administration, and organizational development functions. This position will work closely with the Organizational Development team and lead complex organizational initiatives across all divisions, departments, and various business units for the Oneida Nation. This position will provide oversight in the design and development of strategically aligned initiatives.
Responsibilities :
- Develop and implement departmental plans for the Learning & Development department and the Employee Assistance Program including strategies, goals, and objectives in accordance with applicable tribal, federal, state, and local laws, rules and regulations.
- Design, develop, and oversee the execution of training curricula that cater to different roles within the organization. Programs can include onboarding, technical skills training, leadership development, and policy training.
- Establish, implement and communicate approved goals, objectives, policies and procedures in accordance with applicable tribal, federal, state, and local laws, rules and regulations and the needs of the Oneida Nation.
- Align learning and development and organizational development initiatives with Oneida business strategies and initiatives.
- Improve staff effectiveness by coaching, training, and providing leadership including planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
- Continuous assessment and improvement of learning and development programs based on feedback and performance data. Use various assessment tools to measure learning outcomes and adjust programs as needed.
- Leverage modern learning technologies and platforms to enhance the accessibility and effectiveness of learning and development opportunities including in-person, virtual and E-Learning.
- Analyze, assess learning and development and work closely with other departments of the Oneida Nation to understand their training needs, tailor programs accordingly, and ensure cohesive talent development efforts across the organization.
- Host regular staff meetings to ensure communication between personnel and department-related activities.
- Formulate training outlines and determine instructional methods, utilizing knowledge of specified training needs and effectiveness of such methods as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops.
- Determine formats and approach to achieve program and budget objectives; define needs of target populations; research learning and development trends at the local, regional, and national level.
- Coordinate and lead OD efforts around organizational assessments and design interventions to improve effectiveness of the organization.
- Collaborate with HR and leadership to align OD and development initiatives with strategic priorities and business goals.
- Develop plans and implement strategies to address upcoming organizational changes with employees, processes, and technology. Assist with fostering employee engagement and organizational alignment through effective internal communication efforts and strategies.
- Achieve financial objectives by preparing and administering annual budget. Manage the budget allocated for learning and development activities, ensuring cost-effectiveness while maximizing the impact of allocated resources.
- Contribute to department's effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives
- Conduct annual evaluation and assessments of Learning and Development department and staff according to established policies, procedures, and regulations.
- Keep leadership and other departments informed of status of Learning and Development activities by attending meetings and submitting reports.
- Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations
