The Onondaga County Health Department (OCHD) is seeking a qualified candidate to lead the Division of Healthy Families. This position will plan, implement, direct and administer the maternal child health and family health programs in the department, including public health nursing, community health workers, Syracuse Healthy Start, and WIC.
The Director of Healthy Families will provide strategic direction for the division, collaborate with internal and external stakeholders to improve health, and ensure compliance with health policies and regulations. The Director must be able to independently and effectively oversee community program implementation while also providing supervision to team of program supervisors, and ensuring the delivery of comprehensive, community-based services. The Director will work to reduce health disparities and promote equitable access to services for all families. This position reports to the Deputy Commissioner of Health.
MINIMUM QUALIFICATIONS:
Open competitive. Possession of a Master’s Degree from a regionally accredited college or university, or one accredited by the New York State Board of Regents to grant degrees, in Public Health, Public Administration, Nursing, social work or a closely related field and four (4) years of full-time professional- level work experience, or its part-time equivalent, in public health, at least two
(2) years of which must have involved the administration of a public health program.
DESIRED EXPERIENCE:
- Thorough knowledge of maternal and child health and related community services.
- Thorough understanding of public health principles, program planning and evaluation, and health disparities.
- Thorough knowledge of current public health laws as applicable. Ability to develop meaningful collaboration with diverse stakeholders. Ability to supervise, motivate and evaluate a large professional staff in separate programs and service areas.
- Ability to communicate effectively both orally and in writing.
RESPONSIBILITIES
- Lead and supervise Healthy Families staff, fostering a collaborative and inclusive team environment.
- Develop and implement strategic goals aligned with the department’s mission.
- Use data to assess needs, evaluate performance, and address health disparities.
- Stay updated on trends, policies, and best practices to enhance maternal and child health.
- Build partnerships with agencies, healthcare providers, universities, and government entities.
- Ensure compliance with professional licensing, regulations, and public health laws including HIPAA, FERPA, Diagnostic and Treatment Regulations, Article 28, Article 36, IDEA (Individuals with Disability Act).
- Seek and manage grants, including renewals.
- Support community outreach and represent the department publicly.
- Assist the Commissioner and/or Deputy Commissioner with administrative and management tasks as needed.
- Administer all program activities in adherence to the OCHD’s commitment to promoting health equity.
- Perform other duties as assigned.
Other Requirements: Must have a valid New York State driver’s license and vehicle or provide evidence of mobility within the community to attend off-site meetings as required.
Salary: Grade 36, $98,694
Schedule: 35 hours per week, Monday – Friday, 8:30am – 4:30pm.
Permanent appointment in accordance with NYS Civil Services rules.
