COMPENSATION$36.15 - $40.61 hourly a generous benefits package to include medical, dental, vision and 10% employer paid 401A through VOYA Financial.*Hiring Salary Range: $36.15 - $38.38 hourly(starting salary will be within this range based upon qualifications) SUMMARYAn employee of this class provides professional accounting, administrative, and functional support to Ontario International Airport Authority (OIAA) staff and managers for all aspects of the payroll transaction cycle. Incumbents in this classification report directly to the Sr. Finance Manager. The Payroll Accountant I processes timecards, payments, and reports; reconciles and manages employee payroll information. JOB RESPONSIBILITIESImportant and essential duties may include, but are not limited to the following: Payroll Responsibilities: Reviews, reconciles and processes bi-weekly timecards. Follows-up on noted discrepancies and unusual items.Generates accounting system bi-weekly payroll processes; reviews and reconciles payroll processing results.Prepares bi-weekly payroll disbursements, checks, and direct deposit advices.Prepares payroll tax deposit calculations, generates electronic payroll tax files, and ensures submission to regulatory entities in compliance with requirements.Responsible for the remittance of other third-party payroll related deductions or obligations.Coordinates with and assists Human Resources with payroll setup and maintenance.Acts as liaison between Finance and Human Resources for policy interpretation, FLSA regulations, and leave and disability management.Assists Human Resources with employee or third-party inquiries by providing information and explaining established procedures and policies; prepares and issues routine correspondence to employees and other third-party providers and the public.Prepares quarterly and annual federal and state tax reports, W-2s, and other required regulatory reports.Maintains a schedule of continuing education to stay current with existing federal and state compensation and tax regulatory requirements.Assists Sr. Finance Manager and Human Resources in the creation of policies and procedures related to payroll, deductions, timecards, and PTO.Assists Human Resources with the onboarding of new employees by communicating payroll policies and procedures and helping new employees learn how to submit their time and PTO requests.Responsible for making complex payroll decisions to meet payroll deadlines both in a timely and compliant manner.Responsible for ensuring that the Payroll Workday module is up to date as new technology and features are released. This involves staying up to date on the latest releases, testing new features prior to implementing, and communicating those changes to the Sr. Finance Manager.Generates and distributes payroll reports according to established schedules or requests.Accountant Responsibilities: Reconciles payroll system compensation, employee benefits, and payroll taxes to the general ledger account(s) and investigates and resolves any discrepancy identified. Investigates discrepancies in benefits between employee premiums in Workday to invoices. Communicates results to Human Resources.Understands Generally Accepted Accounting Principles (US GAAP) as it pertains to the conversion of cash-basis payroll records to the accrual basis of accounting and proper general ledger and financial statement presentation.Creates all payroll related ad hoc bank transactions and bank transfers.Prepares monthly journal entries for accrued payroll and accrued paid time off.Prepares various payroll related work papers reconciled to the trial balance for month, quarter, and year-end.Reviews and assists with account coding and allocations according to budget classifications and accounting practices.Assists with year-end audit requests.Assists with special research projects and technical studies.Performs other Finance department work as required. May occasionally be assigned to other duties for training purposes or to meet technological changes or emergencies. PROFILE OF THE IDEAL CANDIDATEPossesses strong written and oral communication skillsPossesses an in-depth knowledge of payroll transaction cycleStrong understanding of, and ability to stay current on, federal, state, and local payroll laws and regulations including tax compliancePossesses the ability to learn, understand and use accounting and office software programsPossesses the ability to learn and understand OIAA programs and operations; to understand, apply, and explain policies and procedural requirements; to read and review documents for accuracyKnowledge of Generally Accepted Accounting Principles (US GAAP)Organizational, verbal and written communication skillsAccuracy, attention to detail, and ability to multi-task.Ability to read, understand and enforce regulatory complianceAbility to make general mathematical calculationsAbility to plan and organize work to meet schedules and timelinesAbility to analyze situations and identify an effective course of action to solve inquiries, problems, and complaintsAbility to demonstrate flexibility, creativity, and sensitivity in response to changing situations and needs; to use initiative and sound judgment within established procedural guidelinesAbility to maintain focus and adapt to frequent interruptions in a fast-paced, customer-oriented environmentAbility to type in excess of forty (40) words per minuteAbility to maintain confidentiality in handling all information and communicationsPossess the ability to interact effectively and respectively with employees, tenants, and the general public in an international aviation environmentAbility to consistently demonstrate the Core Values of OIAA MINIMUM QUALIFICATIONSAny combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.Bachelor’s degree in Accounting or closely related field and a minimum of two (2) years of experience in payroll transaction processing within an electronic accounting system environment; alternatively candidates with an Associate degree in Accounting or closely related field may be considered if they possess an additional two years of relevant experience, totaling four (4) years.Payroll certification is highly desirableCompetency in Microsoft applications including Word, Excel and Outlook.Advanced knowledge of Excel is highly desirableKnowledge of Workday highly desirable.
