What are the responsibilities and job description for the Program Manager position at Open Arms Community Health and Service Center?
Open Arms Temporary Living is seeking candidates who have experience in program
and contract management, a background or interest in criminal justice reform policy, and a desire to work in small teams to foster program innovation.
- Supporting the Interim Housing sites with Senior Management as the Manager of Interim Housing and Reentry Supportive Services. Have the ability and knowledge to design, develop, and implement all requirements of the reentry services programs including Intensive Case Management Services, Medication Management, Transportation, Inventory, Nutrition programming, Group Therapy, and
- Manage the day-to-day operations of reentry supportive services, oversee the budget, and prepare project reports on expenditures, service utilization, performance data, annual employee performance reviews and program outcomes. Provide oversight of referrals from ODR and monitor program intakes
- Hire, Onboard, Train, Support Staff, Provide regular Coaching , Feedback, Implement disciplinary Action when needed , and perform administrative managerial duties
- Conduct contract monitoring activities including annual administrative and programmatic monitoring and invoice processing to improve performance outcomes and service quality
- Develop relationships and facilitate meetings with ICMS team members, service providers, and community partners
- Monitor program data quality and implement data improvement procedures as needed.
- Conduct ongoing research on evidence-based and promising practices in reentry services and develop recommendations for program improve
- Will manage operations for a 26-bed interim housing site, supervising 11 site- based Resident Aides, and 1 Medical Assistant
- Ensure the interim housing site operates with a trauma informed harm reduction framework
- Foster an inclusive environment for staff and clients ensure the site is well maintained and in good working order
Qualifications:
Education-
- At least four, but preferably five to ten, years of experience in serving justice-involved individuals and/or reentry program operations and management.
- Expertise in evidence-based practices for reducing recidivism and improving health outcomes.
- A Bachelor's degree is not required but desired, and a Master’s degree in public or business administration, criminal justice, public health, psychology, other related field, or equivalent work experience, is preferred.
- Strong interpersonal skills, desire to work in a fast-paced and team-oriented environment, and ability to collaborate with many levels of a diverse staff.
- Strong organizational skills, including an ability to handle multiple tasks simultaneously, pay attention to details, and meet deadlines.

Job Type: Full-time
Pay: $60,000.00 - $70,000.00 per year
Schedule:
- 8 hour shift
- Day shift
- Monday to Friday
- Weekends as needed
