SUMMARY:

The Economic Stability Associate Program Manager oversees economic and housing stability programs for families with loved ones who have developmental and/or intellectual disabilities. This includes managing the King County Youth and Family Homelessness Prevention, various rental assistance programs, and the MIDST program. The role involves developing and implementing equity-driven management processes, collaborating with staff, and maintaining contracts and budgets.

LOCATION: Hybrid workplace, combining in-office and remote work

RESPONSIBILITIES

General:

  • Supervise and support staff in program implementation.
  • Collaborate with agency program managers.
  • Maintain records and paperwork as required by funders.
  • Monitor data collection and client files for compliance and best practices.
  • Coordinate program budgets and track expenses.
  • Conduct regular supervision meetings and staff evaluations.
  • Organize and provide staff training.
  • Attend program sessions and related activities.
  • Establish and maintain positive community relationships.
  • Participate in Housing, Economic Stability, community networking, and stakeholder meetings.
  • Become familiar with resources for families to foster financial literacy and economic empowerment for individuals with disabilities and their families.
  • Lead staff through the implementation of equity-driven practices and change.
  • Develop and implement outreach efforts to relevant community organizations.
  • Develop and present contract/funding reports as assigned.
  • Other duties as assigned by supervisor.

Administrative:

  • Oversee assigned contracts and reporting.
  • Ensure compliance with funding contract requirements.
  • Conduct observations as necessary.
  • Consult with staff on program expenses.
  • Track program expenses.
  • Conduct 90-day and annual performance evaluations of supervised staff.
  • Evaluate program quality through self-assessment and improvement processes.
  • Review financial reports and adjust budgets as needed.
  • Approve timesheets and expenses.

Team Management/Executive Related Responsibilities:

  • Actively engage in management team meetings and professional development opportunities.
  • Coordinate/partner internally and externally with other agencies and programs to ensure clients receive necessary connections to overcome barriers and reach goals.
  • Lead staff through the implementation of culturally responsive approaches and equity-driven practices and change.
  • Provide input to the supervisor in program development, planning, and preparation of grant applications.
  • Provide input to the supervisor on the organizational budgeting process and monitor budgeted expenses for related programs.
  • Provide organizational and external presentations in the communities as requested and needed.
  • Supervise and provide support to staff in the implementation of related programs.
  • Approve program expenses, timesheets, etc., as needed.
  • Oversee KC YFHPI and MIDST program staff.
  • Work alongside other program managers in support of the ODMF community.
  • Engage in executive and management meetings.
  • Support strategic planning and grant application processes.

Community/Partner Engagement Responsibilities

  • Maintain relationships with stakeholders and advocate for families.
  • Participate in community meetings and advocate for systemic change.

Staff Development Responsibilities

  • Maintain relationships with stakeholders and advocate for families.
  • Connect staff to professional development opportunities.
  • Create onboarding and training plans.
  • Conduct regular check-ins and evaluations.

Quality Assurance and Reporting Responsibilities

  • Ensure program quality and compliance.
  • Provide support in program implementation.
  • Approve reports and documentation.
  • Monitor data collection and submit reports timely.
  • Conduct funding meetings, including high-priority contract amendments and quarterly reviews.

QUALIFICATIONS:

  • At least 2 years of successful experience in project management and development.
  • At least 1 year of successful experience supervising linguistically and culturally diverse staff.
  • Minimum 3 years of paid experience working with diverse populations facing housing and economic instability, particularly those with I/DD or from refugee, immigrant, or BIPOC families.
  • Bachelor’s degree in a related field or equivalent education and relevant life experience.
  • Available for flexible work hours, including some evenings and weekends.
  • Dependable transportation with vehicle insurance and a valid Washington State driver’s license.
  • Ability to commute and provide services throughout King County.
  • Ability to pass DSHS criminal background check every two years and reference checks.
  • Must be mission-driven, trustworthy, and diligent.
  • Must be comfortable navigating technology and online platforms such as Microsoft Office, Salesforce, etc.
  • Strong personal commitment to equity and progressive social, racial, and economic justice for people with disabilities.
  • Strong verbal and written English communication skills; second language proficiency a plus
  • Strong organizational, interpersonal and time management skills.
  • Proven ability as an effective communicator and strong advocate for people with disabilities and their families.
  • Track record of respect for others’ experiences, opinions, language, values, culture, and knowledge.
  • Demonstrated commitment and ability to collaborate while working in a highly diverse environment.

DESIRED QUALIFICATIONS

  • Bilingual in any language preferred
  • Proficiency in Microsoft Office programs, Salesforce, and HMIS.

PHYSICAL REQUIREMENTS

  • Ability to lift up to 40 lbs.
  • Sitting for long periods of time
  • Working in front of a computer or at a desk for long periods of time
  • Standing and stooping
