REPORTS TO: Deputy Director

Our Mission: Operation Fresh Start empowers emerging adults on a path to self-sufficiency through education, mentoring, and employment training. OFS programs offer youth and young adults opportunities to gain meaningful, supported work experience, earn a high school diploma or occupational credential, and continue on to higher education and/or self-sustaining employment.
PURPOSE: Through direct service and collaborative programming this position assists young people, ages 18 –24, who have not completed high school to help them overcome individual barriers to their education. This position is comprised of managing two programming components:
Options: Through direct outreach engage, connect, and counsel Dane County older youth up to the age of 24 who have left school without completing. This is case management and individual counseling of youth to help them choose their best path to completing high school and successfully overcome barriers.
Drive to Succeed: A program in collaboration with JustDane to engage youth ages 18 –21 who have current or past justice involvement through group mentoring, and case management to assure they complete high school and complete the OFS Drive program to earn a driver’s license.
HOURS: This is a full-time position with a 3-day weekend. Scheduled work hours are 7:15 a.m. to 5:15 p.m. Monday through Thursday.
WORK ENVIRONMENT: This is an on-site position located at 2670 Milwaukee St, Madison WI 53704 with a typical office environment setting.
COMPENSATION AND BENEFITS: Starting salary is $45,000 to $50,000 per year, depending upon qualifications and experience. PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of the education system.
- Strong interpersonal skills, including comfort working with young people from a wide range of cultural backgrounds.
- Strong written communication skills.
- Program Management experience ideally in a nonprofit setting.
- Excellent organizational skills.
- Experience with data collection and reporting.
- Ability to work independently.
- Teaching license or former experience teaching older youth preferred but not required.
QUALIFICATIONS
- Valid Driver’s License required.
DUTIES AND RESPONSIBILITIES
The following duties are typically expected of this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Direct Counselling to Youth (60%)
- Engage with students who completed high school but didn't earn enough credits to graduate.
- Reach out to youth (ages 18 -24) who have dropped out of high school.
- Build and maintain connections with community organizations, police, parole officers, social workers, and counselors for resource and referral partnerships.
- Manage the Options website for outreach and information.
- Attend Outreach Committee meetings and collaborate with the Outreach Coordinator on joint efforts.
- Develop Personal Success Plans and provide case management for youth.
- Network with other service providers to understand available programs and establish a referral system.
- Keep current information on credential-granting programs in Madison.
- Assess academic levels, career goals, and barriers for youth to create personalized plans.
- Help youth develop plans to complete high school and prepare for work or further education.
- Provide ongoing support to youth as they implement their success plans.
Coordination of Drive to Succeed Programming (20%)
- Collaborate with JustDane for training, matching mentors, and setting up group mentoring and curriculum.
- Work with Metro High School and MMSD for youth recruitment and screening.
- Partner with United Way of Dane County and Dane County to develop effective mentoring practices.
Data Management and Grant Reporting (15%)
- Maintain a database with relevant youth contact data, case management notes, and outcomes.
- Track data for Drive to Succeed participants
- Submit accurate and timely reports to primary funding sources.
- Assist with data provisions and grant reporting as needed.
Other Duties as Assigned by the Deputy Director (5%)

ABOUT OPERATION FRESH START: OFS programs are designed for a critical time in life: the transition to adulthood. They provide a path forward for emerging adults through mentoring, education, and employment training. OFS program participants earn their high school diploma, driver’s license, and certifications in the construction and conservation fields, and gain college/career readiness skills. Program participants are all also giving back to the community – building affordable homes for low-income families, completing conservation projects and environmental justice work in city and county parks. After program completion, OFS staff continue to support program graduates as they transition into post-secondary education and/or self-sustaining employment.
