Operation PAR, Inc. is a non-profit organization offering the full continuum of services for individuals with substance use and/or mental health disorders. PAR has been providing comprehensive behavioral health treatment in west Florida since 1970 through advocacy, education, clinical services, and research.

GENERAL DESCRIPTION:

The Contracts Manager plays a pivotal role within the organization by overseeing the lifecycle management of all agency contracts. This position is responsible for negotiating, drafting, administering, and maintaining contracts to ensure they align with the agency’s goals and compliance standards. The Contracts Manager acts as the primary point of contact for all contract-related activities, providing expert guidance to staff, managers, and executives on contract terms and compliance requirements. Additionally, the manager confirms that all contractual obligations are met and that all necessary documentation and records are accurately maintained and updated.

This role also leads the agency’s Insurance and Managed Care credentialing efforts, establishing and maintaining relationships with insurance companies and overseeing provider credentialing for billable services.

This position requires keen attention to detail, strong organizational skills, and the ability to manage multiple tasks and deadlines efficiently. The Contracts Manager also helps coordinate monitoring visits and compliance checks with funders and regulatory agencies, ensuring that all contractual and regulatory requirements are adhered to. This position is essential for safeguarding the agency’s interests and ensuring smooth and effective contract execution and management.

PRIMARY JOB FUNCTIONS:

• Manages agencies Contract Management system.
• Manages customer complaints and grievance tracking.
• Manages external data reporting systems related to contractual, licensing, and accreditation standards.
• Monitor contract compliance with established procedures.
• Complete the agency renewal and new applications for DCF licenses, childcare facility licenses and HIV site specific licenses.
• Serve as point of contact and coordinate licensing and funder site monitoring visits.
• Serve as point of contact for compliance with contract insurance requirements.
• Maintain data of agency’s Safety measures and activities, including Emergency Preparedness.
• Manages agency’s incident reporting system.
• Maintain and manage the agency’s policies and procedures database.
• Track, trend, research and report unusual events.
• Manage and facilitate Safety Committee.
• Communicate and correspond with external licensing agencies and funders regarding incident reporting and compliance matters
• Ensure all agency licenses and insurance policies are current and compliant with legal and regulatory requirements.
• Conduct safety audits and risk assessments, recommending improvements as needed.
• Provide training and guidance to staff regarding safety protocols, compliance procedures, and related systems usage.
• Assist the COO with regulatory reporting, investigations, and compliance improvement initiatives.
• Maintain and monitor agency policies and procedures, ensuring alignment with current regulations and best practices and that policies are current.

EDUCATION AND EXPERIENCE:

• A Bachelor’s degree in business, administration, or related field.
• Minimum three (3) years of previous experience working in a contracting environment (e.g., contracts specialist, contract manager, or in a related position).
• Experience with non-profits or governments preferred
• Experience with Behavioral Health preferred

A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.

• Ability to access filing cabinets for filing and retrieval of documents
• Must be able to operate a keyboard and other office business machines
• Vision which permits reading.
• Ability to sit at a desk and view a display screen for extended periods of time.
