About Us: The Operational Services Division (OSD) is a dynamic and entrepreneurial agency at the heart of Massachusetts state government. As the agency charged with ensuring executive departments can purchase what they need to serve residents across the state, OSD is dedicated to providing high-quality support that helps agencies become more effective and efficient. The agency generates $26 million in annual revenue and is able to self-finance its activities, which aid state agencies, as well as hundreds of cities and towns, in sourcing and purchasing goods and services to achieve their objectives.
Core functions include:
- Strategic sourcing of more than $2 billion in purchases through 110 category-based contracts,
- Administering vehicle fleet operations for executive department agencies with 2,700 vehicle assets valued at $100 million under management,
- Running the Commonwealth Print and Mail Services unit that manages $6 million in print operations for a range of state agencies and local governments,
- Management of the Commonwealth’s enterprise e-procurement system named COMMBUYS.
In addition, the Division includes a Training Unit, Performance Analytics Team, Climate Initiatives Unit, and oversight units that develop pricing for special education programs, oversight of spending for the Commonwealth purchase of service contracts through the Uniform Financial Reporting team, and a Compliance team focused on ensuring that agencies are aligned with the procurement regulations and policies that govern their delegation of authority to conduct procurements.
The Assistant Secretary is responsible for the effective delivery of these services and the generation of revenue to support more than 150 staff. Position Overview: As the Assistant Secretary for Operational Services, you will play a crucial role in overseeing and managing these entrepreneurial and diverse units within our organization. You will work closely with the Secretary for Administration and Finance and senior leadership across state government to set strategy, define goals and maintain high standards of quality and integrity in support of agency objectives and consistent with procurement policies. This includes:
- Creating a collaborative and creative culture and an agency staff want to build a career in.
- Leading and mentoring a team of operational staff and fostering a culture of continuous improvement and professional development.
- Aligning activities with Administration priorities such as reducing carbon emissions and making state purchasing more inclusive and accessible to small and diverse businesses
- Monitoring and analyzing performance metrics to identify areas for improvement.
- Collaborating with cross-functional teams to streamline processes and drive operational excellence.
- Managing budgets and allocating resources effectively to achieve organizational goals.
- Ensuring adherence with regulatory requirements and standards.
- Overseeing daily operations and ensuring smooth functioning of all units.
- Developing and implementing operational policies and procedures to enhance efficiency and productivity.
