Title : Project Engineer I / II

Salary : Project Engineer I $79,451-$111,229 / year

Project Engineer II $103,125-$144,376 / year

Schedule : Hybrid; working from home and working in the office

Overview :

The Project Engineer I, serving in a support role, is accountable for the delivery and completion of capital projects on time and within budget. The Project Engineer I represents clients communications with City, County and other government agencies and other utilities.

The Project Engineer II, serving in a high level support role, and working independently on multiple projects, is accountable for the delivery and completion of capital projects on time and within budget. May be required to provide limited supervision and / or direction of support staff. May also report directly to the Capital Program Manager on specific projects. Represents client through communications with City, County and other government agencies and other utilities.

Key Responsibilities :

Essential Duties and Responsibilities of a Project Engineer I :

  • Assists in the oversight of construction activities for assigned capital projects for the client.
  • Coordinates internal and external resources towards the completion of assigned capital projects while balancing the needs of operations and customer service functions and schedules.
  • Prepares and monitors and reports on project schedules and budgets and suggests corrective actions when needed.
  • Monitors quality control and inspection activities on assigned projects and suggests corrective actions when required.
  • Coordinates field changes with appropriate engineering staff.
  • Prepares and presents to supervisor periodic reports on progress of assigned capital projects.
  • Performs other duties as assigned by supervisor.

Essential Duties and Responsibilities of a Project Engineer II :

  • Oversees construction of multiple capital projects for the regulated utilities of American States Water including Golden State Water.
  • Works independently on smaller projects when required.
  • Coordinates internal and external resources towards the completion of assigned capital projects while balancing the needs of operations and customer service functions and schedules.
  • Prioritizes assigned capital projects within area of responsibility.
  • Prepares and monitors and reports on project schedules and budgets and implements corrective actions when needed.
  • Monitors quality control and inspection activities on assigned projects and implements corrective actions when required.
  • Coordinates field changes with appropriate engineering staff.
  • Prepares and presents to supervisor periodic reports on progress of assigned capital projects.
  • Requirements :

  • Strong oral and written communication and analytical skills.
  • May include but not limited to standing, walking, bending, pulling and / or pushing, grasping, lifting, reaching, climbing, stooping and crouching, color determination, typing, sitting, reading, writing, speaking and listening, for extended periods on time.
  • Must be willing to travel as required by project needs. Travel can be up to one overnight stays per month and turnaround full-day trips, by car or by air, up to 2 days per month.
  • Minimum Position Qualifications for a Project Engineer I :

  • Bachelor’s degree in civil, mechanical, or environmental engineering, construction management, or a closely related field.
  • Knowledge of project management software (particularly MS Project) preferred.
  • Experience with PowerPlan fixed assets software and JD Edwards accounting software packages a plus.
  • Strong oral and written communication and analytical skills.
  • Minimum Position Qualifications for a Project Engineer II :

  • Bachelor's degree in civil, mechanical, electrical or environmental engineering, construction management, or a closely related field.
  • Registration as a Professional Engineer in the state the individual is assigned OR Project management certification by the Project Management Institute (PMI) or the American Academy of Project Management (AAPM) strongly preferred.
  • Two years of construction management experience on public works or public utility projects.
  • Knowledge of and experience using project management software (particularly MS Project) preferred.
  • Experience with PowerPlan fixed assets software and JD Edwards accounting software package a plus.

  • Technical Knowledge and Competency Requirements :

  • Web Based Learning, Microsoft Word, Access, Excel, PowerPoint and other applicable software.
  • Ability to : Analyze data on project budgets and schedules and identify corrective actions; communicate clearly and concisely, orally and in writing; make effective, professional presentations; write and create technical publications; establish and maintain effective working relationships with peers, professional associates and with the general public.
  • Project Engineer I Working Knowledge : Principles and practices of project management, construction management, planning, and budgeting, safe work practices, plus knowledge of fire department and other local agency regulations as they pertain to the construction and installation of water supply and distribution projects.
  • Project Engineer II Working Knowledge : Principles and practices of project management, construction management, planning, and budgeting, safe work practices; familiarity with meeting the requests of the regulators that provide oversight of utilities and their projects, including utility commissions or boards, health service departments and various federal and state agencies, plus knowledge of fire department and other local agency regulations as they pertain to the construction and installation of water supply and distribution projects.
  • Physical Requirements :

  • Utility Pants : Employees must wear durable utility pants suitable for the work environment.
  • Safety Shoes : Steel-toed or other appropriate safety shoes are mandatory to protect against workplace hazards.
  • Candidates must consent to and pass a background check and drug screening as part of the hiring process.
  • Must be legally authorized to work in the United States.
