What are the responsibilities and job description for the Mission Command Assessment Team Support Specialist position at Operations Services, Inc.?
OSI is seeking a qualified MCAT Support Specialist to work on contract in support of the Tactical
Command and Control Communications and Computers (TAC/C4) Readiness Services.
Position: MCAT Support Specialist
Location: Ft. Bragg, NC
Clearance: Secret
Duties include:
- Coordinate with USARC G-3/5/7 to schedule MCAT mission for prioritized units.
- Ensure units’ MCAT schedule is inputted into the Mission Analysis, Readiness and Resource
Synchronization (MARRS) tool.
- Coordinate with USARC G-2 and the assessed unit to ensure the MCAT members are appropriately cleared for access to unit secure areas.
- Ensure all pre- and post-mission support products are updated and available.
- Prepare a pre-mission brief outlining planned support and personnel assigned to the mission.
- Assemble team and conduct initial mission planning meeting.
- Consolidate and distribute daily situational report (SITREP) while on mission
- Prepare an After Action Report (AAR) and post-mission brief for USARC CIO/G-6 Leadership detailing the results of the MCS evaluation and the unit’s way ahead to correct deficiencies; complete AAR and brief no-later- than (NLT) five (5) business days at the conclusion of a
MCAT mission.
- Gather all documentation from the mission and post/archive on the USARC CIO/G-6 portal.
- Provide recommended tactics, techniques, and procedures (TTPs), trends analysis, and lessons learned/feedback to units, FORSCOM, Mission Command Training Complex (MCTC), and
Training Division G-6.
- Provide over-the-shoulder training on assigned LOE during MCAT mission based on unit needed.
- Coordinate with external organizations on all projected MCAT missions for participation as required.
- Provide recommendations for improvement to Government on LOE objectives.
- Develop and present upon request a Mission Command Network and Information Systems Readiness Dashboard using tools provided by the Government. Dashboard created with Government provided tools.
- Attend planning events, training, and exercises to observe and record unit's Observations,
Insights and Lessons Learned (OILs) regarding their communications capabilities and shortfalls.
- Provide recommended Tactical C4IT and War Fighting Command, Control, Communications,
Computers, and Information Technology (C4IT) Capability Reviews for government review and approval.
- Provide Government feedback as to status of unit progress.
Education Requirements:
- A Bachelor’s Degree in either Information Technology or Business Administration from a college or university that is accredited by a national or regional accrediting agency recognized by the U.S. Department of Education.
Experience
- Ten (10) or more years of G-6/S-6 operations experience.
- Five (5) or more years of experience in battalion through theater-level tactical and operational network planning and operations.
- Experience/knowledge of Signal Warfighter Information Network-Tactical (WIN-T) communication systems.
- Experience/knowledge of Mission Command Systems discussed herein this PWS.
- Proficiency in MS Office Suite versions 2010/2013 (i.e., Excel, Outlook, Word, PowerPoint, InfoPath, and Visio).
- Knowledge of Department of Defense (DOD) Enterprise, Network Operations (NetOps) concepts, applicable joint and service publications, and Army Reserve Signal capabilities.
- Experience in conducting independent research and organizing information according to user’s needs.
- Experience in developing briefing using Microsoft Suite tools to senior leaders and management.
- Experience developing DOD or federal government documentation, manage technical writing tasks and conferring with customers, vendors or technical SMEs to edit and create documents.
- Experience leading a team of employees in research of different practices and procedures to ensure quality and efficiency.
- Experience of preparing surveys and collecting customer feedback after services were provided.
Additional Qualifications:
In addition, a team member shall possess a minimum of 5 years of relevant and recent experience to support the three LOEs as listed below.
- Combat Network Radio (CNR): Five (5) years of Combat Network Radio (CNR) experience. Experience shall include a working knowledge of Command Post
Communications Systems (CPCS), Command Post Platform (CPP), FBCB2/BFT, and tactical radios. In addition, must have completed 117GC4 Signal Readiness
Service Support (C4 SRSS) Harris operator/planner/maintainer, ground radio,
AN/PRC-117F (c), AN/PRC-117G (v) 1(c), Falcon II AN/PRC-150, Falcon III
AN/PRC-152 (c), and AN/PRC 148 Joint Enhance Multi-Band (JEM) Intra Team
Radios (MBITR) courses.
- Spectrum Management (SM): Five (5) years working experience in Spectrum
Management (SM) to include the completion of Spectrum XXI, ACES/JACCS, and
SPEED, and the Army Spectrum Management courses.
- Command Post of the Future (CPOF): Five (5) years of demonstrated experience operating and maintaining Command Post of the Future (CPOF).
Special Conditions:
- Individual must be a U.S. Citizen
- Must have an Active Secret Security Clearance
