What are the responsibilities and job description for the Senior Executive Director - Facilities position at Operations?
FUNCTIONAL PURPOSE
The purpose of this position is to oversee, direct, and budget, current, as well as future, operational activities related to the district's facilities, maintenance, and warehousing departments.
DUTIES AND RESPONSIBILITIES:
- Oversees the general operation of the School Maintenance Department and coordinates all preventive maintenance, renovation, and repair projects.
- Oversees the general operation of the Capital department, budget, 10-year plan, renovation, and repair projects.
- Oversees the general operation of the school warehouse and coordinates all surplus property operations.
- Oversees the operation of the Facilities Management department.
- Develop zero based operational budget for the maintenance department to including, but not limited to funding for maintenance repair, utilities, minor renovation, and custodial.
- Plan, direct work activities and resources, and provide leadership for departments within maintenance in alignment with the district’s strategic plan.
- Evaluate the performance of employees and subordinate leaders within the maintenance department.
- Supervises the hiring and selection of employees, training, adherence to district policies, and related personnel functions.
- Serves as the professional contact person for the State Department of Public Instruction, other State or Federal officials.
- Works with senior district leaders to develop new policies, processes, and procedures.
- Provides oversight and direction on technically complex or sensitive projects while advising regarding work processes, and applicable local, state, and federal laws, policies, and regulations.
- Communicates to align maintenance projects with construction projects.
- Assist in establishing program goals and budgets with other district departments and divisions.
- Inspects and/or oversees the inspection of the condition of school buildings to determine needed repairs and maintenance.
- Delegates the oversite of outside contractors for adherence to plans and specifications
- Communicates with employees within the maintenance department regarding updates or changes in projects, policy, or expectations.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to apply complex Federal, State, or local regulations to a wide variety of operational, budgetary, or program applications.
- Ability to apply sound judgment to program practices and theories in a wide variety of situations.
- Ability to develop, present, and analyze problems and technical situations and make recommendations for solutions.
- Ability to plan, organize, monitor, and evaluate the work of other supervisors and employees.
- Ability to communicate effectively in oral and written form.
- Ability to develop and maintain effective working relationships with Federal, State, and local officials, school administrators and staff, and the general public.
- Knowledge of laws, rules, and regulations, and their application to various projects within the district.
- Knowledge of management and supervisory practices and principles to include preventive maintenance programs.
- Knowledge of computer software programs such as Microsoft Office (Outlook, Word, Excel, PowerPoint) and others applicable to the work performed.
- Knowledge of budgeting and purchasing practices.
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Minimum: Bachelor’s Degree in Business, Public Administration, Facility Maintenance/Management, or in a field closely related to the occupation PLUS six years of directly related work experience that includes increasingly responsible administrative and supervisory experience.
- Desirable: Bachelor’s Degree in Business, Public Administration, Facility Maintenance/Management, or in a field closely related to the occupation PLUS ten years of experience that includes five years Budget Management of $500K and supervising 30 maintenance/construction personnel.
CERTIFICATION AND LICENSURE REQUIREMENTS:
- Valid NC Driver’s License with satisfactory driving record.
