Sourcing Planner Position Overview

Opportunities for Ohioans with Disabilities (OOD) is seeking a talented and driven Sourcing Planner to join our team. As a Sourcing Planner, you will play an important role in ensuring that OOD has the resources and supplies necessary to deliver high-quality services to our customers. You will work closely with subject matter experts, suppliers, and stakeholders to identify and address purchasing needs, negotiate favorable terms, and monitor contract performance.

Strong analytical skills and attention to detail will be important in conducting market research, forecasting trends, and identifying opportunities for cost savings and process improvements. The ideal candidate will have a background in procurement, supply chain management, or a related field, and a passion for making a positive impact on the lives of individuals with disabilities.

Sourcing Planner Duties

  • Research, evaluate, and plan a comprehensive portfolio of contracts and purchasing based on past performance, future needs, and strategic direction
  • Build contract portfolios across multiple program areas, soliciting and evaluating proposals, drafting contracts, and monitoring supplier performance
  • Monitor the contract portfolio and make adjustments in conformance with policy changes at the federal, state, and agency levels
  • Develop complex scopes of work and deliverables and performing market research to draft procurement requirements and specifications
  • Ensure agency procurement is compliant with policies, procedures, laws, and regulations
  • Analyze purchasing data to identify opportunities

A Successful Sourcing Planner Has

  • Knowledge of sourcing principles.
  • Skills in word processing, using software such as Microsoft Office, OAKS BI Reporting, and Ohio Buys, as well as operating general office equipment.
  • The ability to reason, define problems, collect data, establish facts, and draw valid conclusions.
  • Strong numerical abilities, including calculating fractions, decimals, and percentages.
  • Excellent verbal and interpersonal skills for gathering data, handling sensitive inquiries, and communicating effectively with customers and the general public.

Division Of Fiscal Management Overview

The Division of Fiscal Management oversees the financial resources of the agency in accordance with relevant laws, regulations, and policies. This includes budget planning, revenue forecasting, expenditure monitoring, and financial reporting. Fiscal staff are responsible for ensuring transparency, accountability, and efficiency in the use of public funds, as well as identifying opportunities for cost savings and revenue generation. They may also be involved in long-term financial planning and analysis to support the agency's mission and objectives.

This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. The selection process consists of an online assessment and a remote structured interview. All communications are sent via email. Background Check

The final candidate selected for the position will be required to undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration for a position. An individual assessment of an applicant’s prior criminal convictions will be made before excluding an applicant from consideration.

42 months' experience or 42 months' training in purchasing/procurement/sourcing to include experience in performing spend analysis, developing sourcing strategy and evaluating vendor performance.

  • OR completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; AND 18 months' experience or 18 months' training in purchasing/procurement/sourcing.
  • OR Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; AND 6 months experience or 6 months training in purchasing/procurement/sourcing.
  • OR 24 months' experience as Sourcing Analyst, 64512.
  • OR 12 months' experience as Senior Sourcing Analyst, 64513.
  • OR equivalent of equivalent of education and/or experience per Minimum Class Qualifications noted above
