Position Summary :
The Head Start Recruitment, Staffing, and Talent (HR Coordinator) is responsible for recruiting, screening, onboarding, and advancing workforce talent within the agency’s Head Start Program. This position is also key to implementing the Hiring Map Process Workflow.
The HR Coordinator stays abreast of changing Head Start staff hiring requirements, the shifting needs of the Head Start Program’s workforce, and desired skill sets. They respond to inquiries about pre-employment requirements and selection criteria and prepare related materials and documents.
The HR Coordinator works with Head Start leadership to develop pathways for HS staff advancement opportunities to nurture and retain staff and achieve the agency's and Head Start's mission.
The position reports to the Director of Human Resources and operates under general supervision. It has moderate latitude for using independent judgment, discretion, and initiative.
Essential Job Duties :
- Assist hiring managers with position openings (Personnel Req; job description, etc., job posting)
- Responsible for attracting, sourcing, retaining, and developing staff within the agency’s Head Start Program. (process in progress)
- Screening candidates within 1 business day, vetting process, and interview scheduling
- Assist HR staff by making job offers, generating job offer letters, and assisting with pay negotiation as defined.
- Responsible for scheduling the TB & Pre-Employment physical; assisting with the fingerprinting appointments for background checks, monitoring Criminal Background Checks, and working with employees to provide the required information.
- Responsible for meeting “what does good look like” goals.
- Responsible for assisting the supervisor with technological services before the employees start employment date, including submitting the New User Request Form to Xerox and notifying appropriate parties if a cell phone, laptop, etc.. is required
- Responsible for monitoring the completion of 30-, 60- & 80-day evaluations during the introductory period
- Responsible for tracking certification status (CDA, Family Advocate, CPR)
- Responsible for monitoring the completion of Agency compliance training.
- Responsible for assigning Region 12 coach for each Early Head Start and Head Start teacher introductory period employee.
- Requires broad knowledge and skills in HR-related functions with a concentration on employment recruitment & hiring processes, related policies and procedures, employment and labor laws, employee compensation, employee relations, and full employee on-boarding and retention processes.
- Responsible for assisting with sourcing and contracting presenters for staff development training, as needed
- Strong software management and record-keeping skills; proficiency in Microsoft Office products, including Word, Excel, and Outlook, is required. Knowledge of HRIS reporting systems / online recruitment systems and related software management preferred.
- Knowledge of Head Start Performance Standards and Policy Regulations a plus.
- Requires strong critical thinking, organizational, analytical, and excellent planning skills; must be able to pay attention to details and multi-task. Must be able to take directions, exercise sound judgment, and use tactfulness in making decisions, reasoning, and recommendations.

Requires experience developing, preparing, giving, and conducting related presentations, training workshops, information sessions, and facilitator and presentation skills.
- Ability to use varied social media sources and management tools, advertising mediums, and other communication vehicles is strongly preferred (i.e., Zoom, Facebook, Twitter, YouTube, and LinkedIn), and monitoring if used as a recruitment tool
- Demonstrated ability to work in a demanding environment and ability to change and adapt as needed.
- Experience in labor relations and / or collaborating with a unionized workforce is preferred.
- Bi-lingual skills a plus.
