What are the responsibilities and job description for the ENERGY CERTIFICATION SUPERVISOR (INTERNAL) position at Opportunity Council?
DETAILED SUMMARY:
The Energy Certification Supervisor is responsible for the fulfillment of the certification process for Energy Services programs. The Supervisor provides leadership to the Energy Assistance staff through file review, training, and related follow-up. The Supervisor oversees the work of the certification staff, including quality assurance and meeting certification targets. The Supervisor also oversees staff completing the processing and verification of applications for bill assistance programs. The Energy Assistance program team works collaboratively to support the human services community and its efforts to work together to support the needs of low-income people.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
1. Provides supervision for the Energy Services certification staff and staff processing bill assistance applications, including onboarding, training and development, service delivery oversight, and programmatic support.
2. Provides daily oversight of Opportunity Council’s energy assistance programs, including programmatic implementation and delivery; client processing; and ensuring compliance with program eligibility, program requirements, required documentation, and federal, state, agency and other funder requirements and guidelines.
3. Maintains current knowledge of all eligibility guidelines, program changes, and procedures for energy assistance services.
4. Oversees team’s file and database management to ensure proper recordkeeping procedures are followed, including data and client records confidentiality in accordance with agency, state, and federal guidelines.
5. Processes and maintains required paperwork, including statistical records and confidential client records and case notes.
6. Performs file and data quality reviews for energy services for completion and accuracy.
7. Provides direct services as needed which include appropriate screening, eligibility,
determining financial eligibility, problem solving, needs assessment, referrals, explanation of agency programs and services and short-term planning.
8. Assists clients with application steps and information in a professional and timely manner.
9. Works with energy assistance staff providing leadership, guidance, and oversight in program implementation and service delivery.
10. Assists Program Coordinator with ongoing program development.
BILINGUAL POSITIONS ONLY:
Specialize in providing services to clients and families who speak a language other than English as a primary language. May occasionally be asked to support with translating/interpreting a language other than English to assist potential or current clients.
OTHER RESPONSIBILITIES:

EDUCATION, EXPERIENCE, TRAINING REQUIREMENTS:
1. Bachelor’s Degree in human services or a related field and/or equivalent education/experience.
2. Two (2) years’ experience related to direct client services in a diverse cultural environment
service low- to-no income and disadvantaged populations or similar setting.
3. Valid Washington state driver’s license is required at time of hire. Three-year driving abstract required at time of hire.
4. If hiring for a bilingual position. Must be able to speak, read, and write with proficiency and fluency in the required language.

WORKING CONDITIONS:
Work is performed in a fast–paced office environment with frequent interruptions and occasional crisis situations. Travel also includes attending local and statewide level meetings. Majority of work centers on client services and procedures that require a high degree of confidentiality, tactfulness and respect for clients from a diversity of economic and ethnic backgrounds.
