Summary of Position

Responsible for all clinical aspects of ODC’s mental health programs including development, monitoring, quality, contracting, and budgets. Position provides oversite and leadership for mental health clinical teams across the organization.


I. Education and Experience

Master’s Degree in mental health or other related field and WI licensure as an independent mental health professional such as Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Psychologist (LP) who has completed or is currently completing 3000 supervised clinical hours, and a minimum of five (5) years progressive supervisory/management experience in Human Services field. This position requires pre-employment and annual background checks.


Experience with Comprehensive Community Services, Community Support Program, Emergency Mental Health, Outpatient Mental Health Clinic (Chapter 35, 36, 75) and Managed Care is strongly preferred.


II. Knowledge, Skills and Abilities/Essential Functions

· Provide strong, visionary, adaptive leadership to Clinical Managers and staff, employees, and clients to accomplish ODC’s mission and position the organization to meet changing funding policies and priorities.

· Provide vision and direction around mental health program opportunities. Recommend, develop, and implement/modify programs to meet the needs of people served by ODC and expectations of funding sources.

· Engage in ongoing strategic planning to ensure that the agency is aware of and responsive to emerging needs, funding policies and expectations.

· Maintain strong working relationships with funding agencies, and other outside parties to achieve ODC’s mission.

· Ensure overall compliance with federal, state, county, and other regulatory or contractual standards in conjunction with Mental Health Operations Director.

· Develop, monitor, and oversee all training for staff and managers on mental health related topics. Assure training curriculum meets DHS regulatory standards and ODC is in compliance with required audits.

· Oversee clinical supervision provided to assure to meet Chapter 75, 36 and other standards as necessary.

· Provide direct client support as needed during development and ongoing to assure programs is sustainable.

· Build morale and teamwork of ODC staff. Support staff members as a resource, providing guidance on complex issues and acting as an advocate and “voice” on behalf of the individuals served when needed.

· Promote, expand and develop innovative community-based training options for people served by ODC.

· Work in conjunction with Leadership team to operationalize new initiatives.

· Ability to identify strengths of individual staff members and promote and utilize those strengths in a way that is beneficial to people served and to the staff member. Delegate program implementation to services staff members while providing support and leadership that promotes confidence through change or challenges.

· Develop and modify, monitor, evaluate, program goals/objectives and necessary plans to implement them.

· Work with funding sources to coordinate mental health service contracts in conjunction with Mental Health Operations Director.

· Oversee quality assurance of program.

· Provide public presentations on mental health upon request and engage in other public relations efforts to promote ODC’s mission in the community.

· Advanced Microsoft Office skills including Excel, Word, Outlook, PowerPoint.

· This position requires use of a company email address which requires an application to be downloaded on your personal cell phone for multi-factor authentication (MFA) to ensure cyber security.


Work Environment

Employees must be able to manage high stress environments. Good judgment and the ability to manage crisis situations are required. This position involves working directly with individuals who may present physical or verbal aggressions toward self, staff or others.


This position performs tasks that may involve exposure to blood, body fluids, or tissues.


Work locations during regular service hours include community, school, and individuals’ home environment.


Ability to work from home if position duties allow.



III. Physical Requirements

· Ability to facilitate, initiate and respond to verbal, written, computerized, telephone and fax communications. Operate various office equipment and technology.

· Mobility to access various locations within/outside ODC facilities.

· Ability to perform quality inspection according to ODC’s and/or customer’s requirements.

· Standing, sitting, walking frequently required.

· Lifting 25 – 35 lbs occasionally.

· Reliable vehicle (unless determined exempt with HR)
