The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned as needed. These essential functions require a consistent presence in the work environment on a regular basis, and regular attendance must be maintained.
Conducts audits from a sampling of tenant files to ensure compliance of all program documents with financing restrictions, HUD Regulations, TDHCA Regulations, Opportunity Home’s Admissions, Continued Occupancy Plan, and the Assisted Housing Programs Administrative Plan.
Maintain a secure environment for files. Scan property files and upload to the appropriate drive for digital review as needed. Update and maintain the Internal Audit drive with file information.
Conducts additional audits to include special programs file reviews, inspection records, work order processing reviews, unit turnaround time reviews, FSS escrow reviews, DPUY disbursements, DPUY fundraising accounts, petty cash, property visits, and other processes subject to HUD Regulations, TDHCA Regulations, and/or Opportunity Home policies or procedures.
Prepares an Exceptions Listing shared with Management at the end of each audit.
Produces a Summary Report of findings with a list of recommendations for compliance and/or correction. The report pinpoints problems such as the improper application of policies, procedures, and/or rules by staff members.
Conducts follow-up audits to ensure that corrective action has been taken.
Maintains a tracking system for all files reviewed to facilitate an assessment of the overall process by the property, staff person, and/or department, as applicable.
Understands federal and state regulations as related to Opportunity Home policies, procedures, and forms.
Observes general operations of properties while in the field, in accordance with all HUD guidelines and regulations, other governing entities, and Opportunity Home policies and procedures.
Composes correspondence, reports, and memoranda for the assigned Manager or other management.
Attends training regarding programs with financing restrictions, including all federal, state, and local laws, HUD regulations, TDHCA regulations, and Opportunity Home’s policies and procedures and regarding auditing skills and techniques in person and/or virtual.
Recommends new procedures, systems, and process improvements resulting from file reviews and regulation changes.
Responds to inquiries from owners, clients, Opportunity Home personnel, and the general public to answer general and/or specific questions regarding housing. Refers inquiries to an appropriate source for answers.
Update and maintain the Internal Audit drive with current policies, procedures, and training materials.
Maintains a working knowledge of policies and procedures as established by HUD, TDHCA, and/or Opportunity Home.
May conduct fieldwork at a property and/or drive to properties to pick up files for audits on a regular basis.
Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.
Participate in Trauma Informed Care (TIC) initiatives to include training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.
Participate in initiatives to include training, workgroups, project assignments, etc., that are launched or implemented in order to create awareness, foster, cultivate and preserve a culture of equity, diversity, and inclusion.
Recognize the significance of a data-driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustees, Data Domain Stewards, Data System Custodians, Data Stewards, and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.

Education
Required
Two (2) years of college with coursework in Finance, Business Administration, or a related field at an accredited college or university.
Experience
Required
Four (4) years of experience in federal or affordable housing programs.
Must have the ability to learn and use cloud applications such as the Google GSuite applications, including but not limited to Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets, and Slides. Understand document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office 365, cloud-accessible applications including but not limited to One Drive, Outlook, Word, Excel, and PowerPoint, or MAC or PC desktop equivalent, is acceptable.
Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
Preferred Education and Experience
Housing Choice Voucher Specialist Certification or equivalent.
Public Housing Specialist Certification or equivalent.
Tax Credit Specialist Certification or equivalent.
HOME Compliance Specialist Certification or equivalent
Bilingual fluency (verbal, reading, writing).
Ability to learn cloud technologies such as LucidChart for diagram, workflow and chart drawing. Experience with Vizio or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.
License Certificates
Required
Texas Class “C” driver’s license at the time of placement and insurable by the organization’s fleet and liability insurance carrier.
