Summary
Plan, direct, and oversee general operations of Residential services and programs. Individuals exercise discretion and independent judgement in decision-making and supervision of Residential staff.
Essential Functions
· Ensure all programs and services comply with regulatory, licensing, and accreditation requirements to protect the health and safety of staff and clients in all CILAs.
· Analyze operation of Residential Services, complete reports associated with regulatory, licensing and accreditation requirements.
· Exercise discretion in departmental or client-related matters by analyzing problems, developing alternative solutions, and using independent judgment in implementing a decision on the matter. Use discretion in determining the order in which your duties will be performed. Perform your management responsibilities without immediate direction or supervision.
· Maintain familiarity with industry best practice standards/trends and adjust operations accordingly.
· Review, analyze and manage departmental spending. Ensure client finances are managed according to company policy.
· Act as a liaison to the following: other IDD providers, government entities, client families/guardians, behavior management consultants, etc.
· Serve on various committees in a variety of capacities, including but not limited to the following: Human Rights Committee co-chair, Member of Behavior Management Committee, Member of Admissions & Referral Committee, Member of Diversity, Equity, Inclusion & Belonging (DEIB) Committee, Member of Strategic Planning Committee, etc.
· Participate in Community Support Team and Interdisciplinary Team meetings, client staffing; be familiar with clients and client guardians.
· Facilitate effective communication across all departments.
· Maintain QIDP status and serve as a QIDP if the need arises.
· Actively participate in meetings, webinars, & conferences held by The Illinois Association of Rehabilitation Facilities (IARF).
· Maintain familiarity with OH group home operations. Can operate a home in the absence of a house manager. Be able to provide support and supervision to clients and staff at home. Provide direct care gap coverage as needed.
· Become Authorized to pass medications and administer insulin in all group homes and provide medication administration in the homes as needed.
· Set up and maintain the Residential Weekend On-Call Schedule; twice per year be part of the on-call rotation to maintain familiarity. Provide on- call gap coverage as needed.
· Other duties as assigned.
Knowledge, Skills, and Abilities
· Excellent written and verbal communication skills.
· Excellent organizational skills.
· Ability to keep client and OH business information confidential.
· Skilled in Microsoft Office & Therap.
· Proficient in IDHS Rule 115 & 116.
· Proficient in agency payroll system, EWS and Paycor.
Supervisory Responsibility
· Direct supervision of Residential Managers. Oversee all Residential staff.
· Make hiring and compensation recommendations for all program staff, including involvement in the interview process.
· Oversee the Annual Appraisal process and Corrective Action/Performance Improvement process for all Residential staff.
Work Environment
While performing the duties of this job, the employee works mostly in an office environment that is quiet to moderately loud, depending on the work area. Some local, county, or state travel may be required, including overnight stays. Employees are required to sit, use hands, stand, stoop, walk, talk, and listen while performing duties. General office equipment including personal computers, scanners, copiers, faxes, desk- and smartphones, and software programs.

The employee must occasionally lift or move up to 50 pounds. Requires normal range of hearing/vision.
Required Education and Experience
· Bachelor's degree in a Social Service-related field and QIDP qualified.
· Two years’ related experience in Social Services, including supervisory experience.
· Valid driver's license with a minimum of 3 years’ driving experience
· Auto insurance (100/300/50)
· Vehicle to use in company business.
