ASSISTANT DIRECTOR OF PATIENT CARE SERVICES
Job Title

Job Summary: The Assistant Director of Patient Care Services (DPCS) shall assist the DPCS in the overall
direction of home health clinical services. Assistant DPCS is in charge of assisting coordination of patient care services including the development of personnel qualifications and the assignment of personnel.
Assistant DPCS works with the DPCS in setting up and implementing the objectives and goals for the home health services and ensures to meet the standards of quality in contribution to the Company’s philosophy.

Assistant DPCS shall be available on the premises or immediately accessible by telecommunication during operating hours when patients are receiving services. Assistant DPCS shall devote a sufficient number of hours to assure the quality and adequacy of home health services provided and supervision of home health staff.

Reports to: Administrator and Director of Patient Care Services

Essential Functions:

1. Works closely with the Agency Administrator, Agency Medical Director and the Director of Patient
Care Services on quality assurance and performance improvement initiatives.

2. Ensure Agency is in full compliance with HIPAA, federal, state, and local laws and all other regulatory agencies.

3. Assists the DPCS for the day-‐to-‐day oversight of the clinical operations and direct care of the patients.

4. Upholds and executes the mission, values, policies, procedures and clinical standards of excellence set forth by Optima Care Home Health Services, Inc.

5. Assists in the recruiting, employing and retaining of qualified clinical personnel to maintain appropriate staffing levels.

6. Assists in training employees on all Local, State, and Federal regulations.

7. Collaborates with members of the medical community to promote Home Health services

8. Responsible in establishing and maintaining effective channels of communication including
integration of technology among all clinical personnel.

9. Monitors clinical episodic management, makes appropriate changes as needed.

10. Recruits, hires, trains, assigns, monitors, evaluates and directs staff to meet the clinical needs of
our patients.

11. Facilitates accurate documentation and billing procedures.

12. Ensures plans of care are reviewed and continually monitored for appropriate frequency, clinical content, documentation, and referrals to other disciplines.

13. Ensures the timely and appropriate assignment of staff to new and existing patients.

14. Assists to facilitate/manage on-‐call duties and staff.

15. Assists in fiscal planning, budgeting and management of operations in accordance with
established fiscal parameters.

16. Ensures compliance with all local, state and federal laws regarding licensure and certification
of organization personnel and, maintains compliance to the Optima Care Home Care standards.

17. Stays informed about any changes in the nursing and home health care industry and communicates this information with the home health personnel.

19. Other duties as assigned by the Administrator and DPCS.

Knowledge, Skill and Experience:

1. Minimum Education required: The Assistant Director of Patient Care Services shall qualify for the position by fulfilling the requirements under one off the following categories, unless the individual has been previously approved for such employment by a program flexibility issued for the individual’s current position at the home health agency prior to April 1, 1995:

a. A registered nurse with a baccalaureate or higher degree in nursing or other health related field with three years of experience within the last five years in a home health agency, primary care clinic or health facility, at least one year of which was in a supervisory or administrative capacity; or

b. A registered nurse with four years of experience within the last five years in a home health agency, primary care clinic of health facility, at least one year of which was in a supervisory or administrative capacity.

c. The Assistant Director of Patient Care Services shall have a sufficient background knowledge and expertise in clinical decision – making for the patient population of the home health agency to meet the needs of his or her patients.

d. Skills Required: Possesses and maintains knowledge of Title 22, Medicare rules and regulations, Medi-‐Cal requirements, Medicare, Medi-‐Cal, private insurance coverage and accreditation guidelines and agency policies and procedures.

Essential Physical Tasks: While performing the duties of this job, the employee is frequently required to
sit, use hands to finger, handle or feel objects, tools, or controls; and reach with hands and arms. The employee is required to walk, talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision is required by this job include close vision and the ability to adjust focus.
