In accordance with CA law, the expected pay range for this CA position is posted with this position. The actual compensation may be determined based on bona fide factors such as education, experience, and other factors permitted by law.
Salary range for this position: $68,640.00 - $68,640.00 (annually)

Overall Function:
Under the direction of the CHRO, oversees all activities related to payroll. Provides administrative support to the overall functions of the Human Resources Department and other tasks as assigned by the CHRO.
Essential Duties and Responsibilities Include:
- Process bi-weekly payroll through the electronic payroll and timekeeping system:
- Set up payroll batches and enter standard information for each payroll.
- Review and process employee timesheets.
- Maintain files of timesheets, electronic payroll system reports, and adjustments for each period.
- Assist employees and supervisors as needed with payroll issues.
- Help proofread timesheets and payroll entries before transmission.
- Review payroll upon delivery, sorts] checks by department, and deliver checks to department supervisors on payday.
- Print standard and ad hoc reports of employee and payroll data.
- Process employee garnishments
- EDD Payroll Audits
- Process terminations including preparing manual checks for terminating staff.
- Process salary increases and discretionary awards, and holiday and other enhancements including retroactive pay.
- Assures compliance with State and Federal regulations and guidelines relating to both Human Resources and Title 22 Child Welfare programs.
- Completes all agency trainings annually as assigned.
- Participates in and supports all agency Quality Improvement projects and goals as appropriate.
- Supervise all staff assigned to Payroll in the HR Department.
- Works to promote and support diversity, inclusion, and equity at all levels in the organization.
- Supports and promotes a trauma-informed culture throughout the organization
- Cross trains with other HR staff to ensure understanding of all aspects of the HR Department and to ensure coverage for payroll processing.
- All employees, regardless of position, serve as role models for children and adolescents who are served by our Agencies. Therefore, each employee must at all times be emotionally stable and able to function effectively with children, adolescents, and adults who may have mental or behavioral challenges. The staff must be able to demonstrate appropriate daily behavior, appropriate expression of emotions, as well as appropriate role modeling. Hostility, aggression and unnecessary or inappropriate physical actions as well as inappropriate emotional expressions are not acceptable.
- All agency employees must maintain confidentiality of client and case information and may not access information unless directly related to their job responsibilities and duties, as stated in Title XXII 88069.7 (d): “All information in case records shall be confidential and shall be available only to the licensing agency, placement agency staff and personnel who need access for the performance of their duties.”

Qualifications
- 2 or more years of progressive Human Resources experience and related degree preferred.
- Proficient with Microsoft Word, Excel, and familiar with an HRIS database.
- Payroll processing experience including use of an electronic payroll and timekeeping system.
- Valid California driver’s license; current automobile insurance; have and maintain a clean driving record acceptable to the organization’s insurance company
- Must be able to be pass a fingerprint background investigation.
- Must be able to pass a TB test, Physical Exam, and Drug Screening.
