Job Summary: This role requires a seasoned construction professional with expertise in federal contracting, USACE’s Three-Phase Quality Control System, and regulatory compliance. The ideal candidate is detail-oriented, proactive, and capable of leading field teams to uphold the highest quality standards while ensuring compliance with contract specifications, safety regulations, and project deadlines.
Responsibilities:
- Implement a 3-phase quality control program on assigned projects (Prep, Initial, Follow-Up), including preparatory meetings, initial phase, follow-up, and final inspections.
- Communicate with the project team, including the Project Manager, Superintendent, subcontractor representatives, and other key project personnel to ensure contract requirements are followed and met for each definable feature of work.
- Schedule and lead preparatory meetings with required representatives, including owner representatives, USACE/Government QAR, Superintendents, SSHOs, subcontractor foremen, third-party consultants, Designer of Record, and testing agencies as required.
- Prepare documentation, review specifications/drawings and approved submittals, and inspection requirements.
- Conduct and document daily on-site inspections for conformance of the work and safety.
- Perform in-house punch-list inspections for each Definable Feature of Work (DFOW), verifying its completeness and contract compliance before the Owner's final inspection.
- Complete QC inspection, pre-final, and final inspection punch lists. Ensure punch list items have been completed. Coordinate punch list completion efforts with the Superintendent and subcontractors, prior to inspection efforts with the USACE/Government QAR as required.
- Coordinate all third-party testing and inspections, including soil and materials testing, weld and bolt inspections, hydronic system tests, fire suppression acceptance tests, FA/MNS acceptance tests, ground fault testing, etc.
- Coordinate, witness, and document required testing with USACE /Government QAR, Superintendents, subcontractors, third-party consultants, etc. as needed.
- Effectively communicate Contract requirements for each definable feature of work to the various team members in the project during preparatory meetings, initial, follow-up, and final inspections, and other less formal meetings.
- Review and approve Activity Hazard Analysis forms. Ensure that the required MSDS sheets have been submitted, discussed during the preparatory phase, and available to the on-site office before the start of the affected work.
- Maintain RMS reporting as required for assigned projects.
- Ensure that the appropriate environmental permits, including SWPPP and NOI and building permits, are secured and its subcontractors. Ensure that these are properly displayed.
Qualifications:
- 5 years of Construction Quality Control Manager or related experience, preferably past USACE Projects.
- Strong understanding of UFGS, EM 385-1-1, and federal construction codes.
- Current USACE Construction Quality Management (CQM) Certification.
- Current OSHA 30 Certification.
- Current CPR/First Aid Certification.
- Must have or be willing to obtain Confined Space Entry Certification.
- Must have or be willing to obtain ANSI/ASSE Fall Protection (Supervisor-Level) Certification.
- ACI Level I Technician Certification.
- Must know Excavation Safety.
- Must be able to pass security clearance for base access.
