As the Practice Director for existing and pipeline opportunities within the Government, you will be responsible for identifying, developing, and managing new business opportunities within the sector.
This position involves strategic growth planning, pipeline development, client relationship management, and cross-functional collaboration to drive revenue and expand Oracle’s presence in the Government market. This role involves developing and managing the pipeline of potential opportunities, maintaining strong relationships within the Government agencies, ensuring project delivery, and identifying areas for growth within the various sectors.
This role emphasizes leadership, business development, and operational oversight for the various sectors, focusing on pipeline management and long-term growth opportunities. It requires a strong blend of strategic and tactical skills, as well as extensive knowledge of the various Government business processes.
The ideal candidate will have a strong network within the Government, a deep understanding of contracting and expertise in developing and managing a robust opportunity pipeline.

Qualifications:
Directs and ensures the implementation of operational policies through subordinate managers Interacts internally and externally with executive management involving negotiation of difficult matters to influence policy. Bachelor's Degree in Computer Sciences or Business or equivalent. Balance of advanced technical skills, functional knowledge, client consultative skills and operational management experience. Has 4 years of consulting services senior management experience with P & L responsibility and at least 10-15 years consulting or industry experience. 12 years of experience relevant to this position including 4 years of consulting management experience with financial management responsibility. Direct line Management experience including project, people, customer, financial management preferred. Second-level Management experience preferred; proficient at managing managers and large teams. Product, technology or industry expertise relevant to the practice focus. Ability to develop and maintain relationships at the executive level. Proficient in using selling and negotiation techniques and tools. Undergraduate degree or equivalent experience. Ability to travel as necessary.Responsibilities:

- Pipeline Management: Develop, maintain, and manage the opportunity pipeline within the Government sector to ensure a steady flow of new business opportunities.
- Strategic Leadership: Collaborate with senior leadership to develop and implement long-term strategic plans for the Government practice.
- Client Relationships: Cultivate and sustain strong relationships with key stakeholders in the Government, including contracting offers, program managers, and other industry leaders.
- Business Development: Identify and pursue new business opportunities within the Government sector including gathering intelligence on potential RFPs, contract vehicles, and partnerships.
- Proposal Management: Oversee the preparation and submission of proposals, working closely with the proposal teams to ensure timely and compliant responses.
- Team Leadership: Lead a cross-functional team of business development professional, capture managers, and subject matter experts.
- Market Analysis: Monitor and analyze trends, emerging technologies, and policy changes within the Government to identify potential opportunities.
- Compliance & Regulations: Ensure all Government related activities are compliant with federal regulations, including FAR, DFARS, and other applicable contracting guidelines.
- Financial Oversight: Manage and track budgets for pipeline development and related business activities, ensuring proper resource allocation.
- Performance Monitoring: Establish metrics and performance indicators to tract the success of business development activities, adjusting strategies as needed.

- Experience working with multiple agencies
- Knowledge of Government industry trends, emerging technologies, and innovation initiatives
- Proven track record of successfully identifying, developing, and securing contracts.
- Deep understanding of the procurement processes, contract vehicles, and acquisition strategies.
- Strong relationships within agencies, military branches and key decision-makers
- Experience managing and executing large-scale defense programs.
- Existing relationships with key stakeholders and industry partners.
Required Credentials and Experience:
- Bachelor’s Degree in an engineering, computer science, or related discipline and 14_ years of relevant experience.
