ASSISTANT CHIEF INVESTIGATOR, DISTRICT ATTORNEY

AGENCY PROMOTIONAL This recruitment is being held to establish an agency promotional eligible list that will be used to fill current and future positions within the District Attorney.

THE DISTRICT ATTORNEY

The Office of the Orange County District Attorney , (OCDA-PA) represents the People of the State of California in criminal and civil proceedings in the Superior Court of California and appellate courts of the state. The mission of the OCDA is to enhance public safety and welfare and to protect and respect crime victims and to create security in the community through the vigorous enforcement of criminal and civil laws in a just, honest, efficient and ethical manner.

THE BUREAU OF INVESTIGATION

The Orange County District Attorney's Office - Bureau of Investigation supports the prosecutorial and law enforcement endeavors of the District Attorney. It provides a wide range of policing services tasked with suppressing crime and ensuring all criminal cases filed in Orange County are thoroughly investigated.

THE OPPORTUNITY

The Office of the District Attorney is looking for a qualified Assistant Chief Investigator who possesses a high degree of integrity and law enforcement management experience.

THE IDEAL CANDIDATE

The ideal candidate will be an experienced law enforcement management professional with proven leadership and administrative experience in a District Attorney's office or other law enforcement agency. The ideal candidate will possess experience exercising a high degree of combined operational judgment and legal and technical knowledge in determining and applying policies and methods. The successful candidate will be :

TECHNICAL EXPERTISE

  • The procedures of a District Attorney's Bureau of Investigation; criminal law including laws of arrest, search and seizure, rules of evidence, and laws related to civil and courtroom procedures
  • Principles and practices of criminal investigation, including effective techniques of interview and interrogation
  • Budget preparation and coordination
  • Analyze policies, methods, and procedures of investigative operations
  • LEADERSHIP AND JUDGEMENT

  • Plan, organize, and direct all investigative operations of the District Attorney's Office through subordinate supervisors
  • Ethical leadership and a keen sense of discretion and judgement
  • Leadership management
  • Goal achievement / results orientation
  • Utilize the required investigative / supervisory experience to effectively manage resources
  • Develop, recommend, and implement major policies and procedures for investigative activities
  • Coordinate policy implementation and investigative operations with managing and supervising attorneys
  • Direct and coordinate investigations in preparation for major criminal trials
  • COMMUNICATION AND PROBLEM SOLVING

  • Effectively influencing and communicating with executives, managers, and staff
  • Ability to assess complex legal and policy issues and make recommendations
  • Coordinate major investigations with officials of outside law enforcement agencies
  • Support the direction of the Department and the County of Orange
  • Promotes open, candid information sharing across organizational boundaries in working with other law enforcement agencies, County, State and Federal agencies
  • Effectively communicates in individual interviews and group discussions requiring persuasion, counseling, and instruction

    Experience / Education :

  • Two years' experience as a Supervising Attorney's Investigator in the employ of the District Attorney's Office, County of Orange.
  • Four years of experience in criminal investigation including two years in a responsible supervisory capacity in a District Attorney's office or other law enforcement agency. Education or training at the college level directly related to the required knowledges and abilities may be substituted for up to one year of nonsupervisory experience at a rate of two semester units for each month of experience or one hour of training for each hour of experience.
  • Bachelor's degree in Criminal Justice, Sociology, Public Administration, Business Administration or related field is preferred.
  • License / Certification :

  • Possession of a valid California Driver License by date of appointment.
  • Special Requirement :

  • Applicant must meet all requirements for peace officer status that are mandated by the California Government Code and Peace Officer Standards and Training (P.O.S.T.) regulations for the class of Investigator.
  • RECRUITMENT PROCESS :

    District Attorney Human Resources screens all applications to identify the qualified candidates. After screening, qualified candidates will be referred to the next step in the process and notified of all further procedures applicable to their status in the competition. The recruitment process will consist of the following assessment :

    Structured Oral Interview Assessment | (100% Weighted) : Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on the content of his or her responses to questions designed to elicit the candidate's qualifications for the job.

    After all assessments have been completed, District Attorney Human Resources will establish an eligible list of qualified candidates. Eligible candidates will be referred to a Selection Interview for the current vacancy.

    Based on the Department's needs, the recruitment process above may be modified.
