CAREER DESCRIPTION

COMMUNITY HEALTH ASSISTANT II

In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date :

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11 : 59 p.m. (PST) on the day the needs of the County are met. Applicants are encouraged to apply immediately.

This recruitment is being held to establish an open eligible list to fill current and future Community Health Assistant II vacancies within the Health Care Agency. This recruitment may also be used to fill positions in similar and / or lower classifications throughout the County of Orange.

THE AGENCY

The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services and Specialized Medical Services - is committed to meeting the health needs of the diverse Orange County community.

THE DEPARTMENT

Through assessment, policy development and assurance, Public Health Services (PHS) provides a wide range of services aimed at reducing death and disability by reducing the transmission of communicable diseases, preventing and lessening the impact of chronic diseases, and ensuring healthy and safe environments.

The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, and Forensics and Justice Involved. These Service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.

THE OPPORTUNITIES

The immediate Community Health Assistant II (CHA II) vacancies are within PHS and BHS.

The CHA II vacancies in PHS :

The (CHA II) within the PHS Nutrition Services Program is responsible for the implementation of nutrition programs and regulations per Federal and State requirements. These positions are primarily funded by the United States Department of Agriculture (USDA) to the State of California Department of Public Health (CDPH), Women, Infants & Children (WIC) Supplemental Nutrition and the CalFresh Healthy Living (CFHL) programs.

The WIC CHA II will determine eligibility and provide in-depth nutrition counseling, to enter pertinent information into a State database for certification purposes, check participants in, issue benefits, and other tasks as assigned. The incumbent will support the clinic needs by performing tasks that optimize clinic flow and client customer service. These services may be provided in person or remotely via telephone or telehealth calls. The WIC program offers services in Santa Ana, Buena Park, Anaheim and Westminster. The location of this position will be based on business needs and may float between WIC offices. The employee may be asked to work at different sites on occasion and will be reimbursed accordingly for the use of their personal vehicle. Although they will work at a WIC site, they may be required to participate in outreach efforts in the field / community. Proficiency in Spanish or Vietnamese is highly desirable.

The CFHL CHA II will provide direct and indirect education for all ages in a various of location such as at health fairs, centers, schools. These interactions may be virtual or in person, and they will use USDA-approved resources. They will coordinate and collaborate with community partners and supporting community engagement efforts. They are expected to complete site assessments, maintain data cards and survey forms as directed. The CHA II will also enter pertinent information related to program activities in a State database. As events occur in the community / field, employees will be required to use their personal vehicles and will be reimbursed accordingly.

There is one (1) immediate CHA II vacancy in BHS.

The CHA II position is with the Mission Viejo Program for Assertive Community Treatment (PACT) within BHS, Adult and Older Adult Mental Health. The PACT program provides specialty mental health services to Medi-Cal and indigent adults living with a serious mental illness and / or co-occurring substance use disorders who have significant life functioning impairments and have had several psychiatric hospitalizations and / or incarcerations in the past year due to their mental illness. The CHA II will operate the Clubhouse at the program to support clients through peer-based services including providing educational groups, socialization opportunities, and activities in the clubhouse or in the community. The Clubhouse also provides a safe place for our clients to access resources to promote their growth in recovery.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate for the CHA II (CFHL or WIC) will possess two (2) or more years of experience in public health and / or working with the community. Proficient bilingual skills in Spanish and Vietnamese are highly desirable for this position.

TECHNICAL KNOWLEDGE | EXPERIENCE

  • Ability to determine client eligibility for Public Health Programs
  • Knowledge of Federal and State mandate, laws and County regulations related to Public Health
  • Basic knowledge of nutrition and / or health
  • Experience with data entry
  • Delivering services through in-person (individually or in groups), telephone counseling or telehealth platforms
  • Implementing best practices including, but not limited to, delivering client / patient-centered care and referring to appropriate social-health services
  • Counseling individuals and conducting group presentations

  • Establishing trust and creating a positive rapport with participants, partners, and the community
  • Establishing and cultivating effective working relationships with various staff members, community agencies, and resources

    PHYSICAL & MENTAL REQUIREMENT, ENVIRONMENTAL AND WORKING CONDITIONS

    Physical Requirements

    Environmental Conditions

    Will be required to : work in an office and field environment, where a high level of noise is present; drive to community sites and to meetings; work some evenings, weekends; some sites are fixed and others require set-up. Must be able to work at different sites with little advance notice.

    RECRUITMENT PROCESS
