In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date :
Effective June 27, 2025 - 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

EMERGENCY MEDICAL SERVICES
Emergency Medical Services (EMS) mission is to plan, coordinate and oversee the highest quality prehospital and emergency medical care in response to individual needs and community crisis. Mutual cooperation, patient advocacy, advanced medical technology, electronic documentation and evidence-based data are the EMS program major strengths.
THE OPPORTUNITY
HCA is seeking a dynamic and innovative person to fill an EMS Coordinator role in the Clinical Systems Prehospital / Continuous Quality Improvement (CQI) section. This position ensures that CQI processes in place are meeting the local need of determining overall effectiveness, quality, and appropriateness of pre-hospital activities. Including but not limited to the evaluation of Base Hospital standing orders and treatment guidelines followed by paramedics, mobile intensive care nurses, and critical care / specialty transport personnel.
Responsibilities of the EMS Coordinator may include, but are not limited to :
- Evaluate overall effectiveness, quality, and appropriateness of triage and care decisions of prehospital providers in the delivery of medical, stroke, cardiac, pediatric, and trauma care
Evaluate Base Hospital standing orders and treatment guidelines followed by paramedics, Mobile Intensive Care Nurses (MICN), and critical care / specialty transport personnel
Develop, coordinate, evaluate, and monitor continuous quality improvement (CQI) programs specific to the position in collaboration with EMS Chiefs and Base Hospital Coordinators
Abstract and analyze data obtained from county data systems and CQI programs in order to monitor, coordinate, and make recommendations
Participate in and conduct quality assurance and quality improvement studies
Collaborate with Facilities Coordinator to review and prepare for facility designation surveys
Collaborate with Health Disaster Preparedness section by monitoring prehospital system disaster response and coordinating prehospital system involvement in drills and exercises
Administer Mobile Intensive Care Nurse (MICN) testing and Base Hospital Physician approvals; collaborate with Base Hospital Coordinators on MICN training and updates
Administer temporary unit activations for special and scheduled events
Maintain the prehospital exposure Designated Officers list and coordinate with Public Health to facilitate prehospital exposure processes.
Establish and maintain cooperative working relationships with external partners including, but not limited to : prehospital care providers, healthcare facilities, law enforcement, local and regional partners, State agencies, and Federal agencies
Facilitate and complete projects in a thorough and timely manner, as assigned
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess a valid Paramedic License issued by the California Emergency Medical Services Authority (EMSA) or a valid Registered Nurse license issued by the California Board of Registered Nursing.
Additionally, the ideal candidate will possess extensive knowledge and / or experience in the following competencies :

Analyze and interpret Federal, State, and local regulations, policies, and procedures regarding EMS patient care with ability to apply these to current programs and projects
Recommend, develop, and revise policies and procedures
Perform quality assurance and quality improvement
Monitor pre-hospital providers' adherence to State and local policies and procedures
Investigate problems, complaints, and inquiries related to pre-hospital providers
Evaluate and update paramedic accreditation and training as dictated by current standards
Prepare, maintain, and distribute training materials for annual system updates
Effectively utilize Orange County Medical Emergency Data System (OC-MEDS) to support job functions
Develop, monitor, analyze, interpret, and present quality measures and initiatives, including clinical outcomes and continuous quality improvement (CQI) plans
General understanding of purposes, goals, and responsibilities of a Local Emergency Medical Services Agency (LEMSA)
Understanding of EMS System and emergency medical care practices and procedures, preferably in an EMS System that utilizes Base Hospitals and Mobile Intensive Care Nurses (MICNs)
Proficient in Microsoft Word, Excel, Outlook, and PowerPoint.
