CAREER DESCRIPTION

Risk Management Specialist (Staff Specialist)

This position is scheduled to receive salary range increases on the following dates :

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC

This recruitment will establish an open eligible list that will be used to fill current and future Staff Specialist positions. The eligible list established may also be used to fill positions in similar and / or lower classifications throughout the County of Orange.

COUNTY EXECUTIVE OFFICE - OFFICE OF RISK MANAGEMENT

THE OPPORTUNITY

The Risk Management Specialist position is within the ADA Title II Program of CEO-RM. Work is generally performed in an office setting but will require occasional fieldwork and attending public meetings, which may extend beyond the typical workday. In addition, work includes complex telephone and face-to-face public contact situations and pressure generated by frequent interruptions, deadlines, complaints, and peak workloads. Under the supervision of the ADA Title II Program Manager (Senior Risk Manager), responsibilities and duties for this position include :

  • Receive and monitor grievances and complaints related to Title II of the Americans with Disabilities Act (ADA).
  • Provide technical guidance on accessibility features, as well as measure and verify accessible elements.
  • Coordinate with County departments to ensure consistent response to customers' ADA Title II-related requests, inquiries, and grievances.
  • Conduct on-site inspections and document non-compliance issues for corrective actions.
  • Assist the ADA Title II Program Manager with lead work and updates pertaining to the County's Transition Plan and Self-Evaluations in coordination with County departments and consultants.
  • Coordinate ADA-related training to Department ADA Coordinators, including technical assistance workshops to achieve and maintain compliance with accessibility laws.
  • Assist County departments in providing modifications and accommodations to ensure public meetings are accessible and access issues are integrated into daily operational operations, policies, education, and public information.
  • Participate in the Disabilities and Access and Functional Needs (DAFN) Working Group of the Emergency Operations Center (EOC) and other meetings as needed.
  • Collaborate with the EOC during training exercises and upon activation due to emergencies.
  • Provide written and oral reports, including proposals and presentations as needed.
  • Handle sensitive and confidential matters.
  • Perform other related duties as assigned.

DESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, the ideal candidate will possess at least one (1) year of experience in a risk management sector, including ADA compliance, safety, training and development, general liability, and integrated disability and absence management.

While not required, the ideal candidate will also possess the following designation(s) :

ADA Coordinator (ADAC), Associate in Risk Management (ARM), or Certified Access Specialist (CASp)

The ideal candidate will have extensive experience in the following key competencies :

Technical Knowledge

  • Understanding, interpreting, and ensuring compliance with state and federal laws, rules, and regulations pertaining to civil rights, ordinances, and regulations barring discrimination against disabled persons, especially Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act and their implementing regulations
  • Comprehending architectural and building standards as outlined in the Uniform Federal Accessibility Standards (UFAS), Title 24 of the California Health and Safety Code, the Americans with Disabilities Act, and California Building Standards Code (Chapter11B)
  • Applying principles and practices of program and policy planning, development, administration, and evaluation; including research methods, systems, and procedures analysis
  • Implementing principles and practices of budget monitoring, demonstrating awareness of immediate and long-term cost implications when making organizational and operational decisions
  • Utilizing principles and practices of education and public speaking, including the planning, preparation, and evaluation of educational materials and outreach tools
  • Judgment / Analysis

  • Exercising discretion and maintaining confidential and sensitive information as dictated by the assignment
  • Calculating heights, depths, and relative positions while accurately recording results
  • Assisting with planning, coordinating, reviewing, and evaluating the County's ADA compliance practices
  • Analyzing, interpreting, and applying data, laws, regulations, policies, and procedures
  • Communication / Collaboration

  • Communicating clearly and accurately, both orally and in writing, using conflict resolution skills as needed
  • Representing the County tactfully and effectively in meetings with unions, board and commission members, the public, and government bodies to promote program goals
  • Collaborating effectively in a team environment while consistently demonstrating a positive attitude and strong work ethic

    LICENSE REQUIREMENT

    Must have a valid California Class C Driver's license and a driving record that would enable the candidate to use a County issued vehicle.

    RECRUITMENT PROCESS

    Structured Oral Interview | SOI (Weighted 100%)

    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Eligible List

    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
